To My Fellow West Virginians:
Over the last two weeks,
there have been many reports
and speculation about my future
ranging from whether I will leave
the Senate to join the Trump
Administration to whether I will
even stay a Democrat.
I wanted to address you directly
to discuss the reasons I decided to
stay in the Senate, and why, as a
proud West Virginia Democrat, I
am committed to working with the
President-elect to fight for West
Virginia.
A few days after the election, I
was honored to receive a call from
President-elect Donald Trump.
We had a wide-ranging and
constructive conversation about
the future of our country and how
we can work together to help the
state of West Virginia.
I was proud when he told me
that he had heard I was a Senator
willing to put partisan politics
aside to do what's right for the
people I serve, and we discussed
the need to expand that approach
in Washington.
He followed up our initial
Act- to preserve benefits and
pensions of our loyal, hardworking
coal miners.
While I was excited for our
discussion, I had a duty to stay
in Washington and fight for the
hardworking miners of our state. I
stayed and used every tactic I could
to convince my colleagues that we
needed to keep our commitment
and promise to the miners who
have never broken their promise to
US.
To my surprise and
disappointment, the House
of Representatives passed a
flawed four-month extension of
healthcare coverage for miners and
decided to go on vacation for the
holidays on December 9th.
I stayed and fought as long as
I could. I am proud to say that
Senator Capito stood right by my
side.
Sadly, we did not get what
we wanted, but we did secure a
commitment from the Majority
Leader to address this issue before
their health care runs out in .April.
I wanted action, noi promises,
but I assure you this is not a fight

interested to be a Cabinet Secretary,
but my heart is and has always
been in West Virginia. I simply
couldn't leave when there was so
much work left to do.
And there is much work left to
do. We need to pass a long-term
solution for our retired miners'
healthcare and pensions.
We need to get our miners back
to work. We need to create a diverse
and thriving economy. We need to
end the opioid epidemic. "
We need to improve our
infrastructure. We need to pass an
all-of-the-above energy policy. We
need to keep our promises to our
veterans.
We need to create jobs and pass
policies that spur economic growth
in West Virginia.
As long as there is work to be
done, I won't stop fighting for West
Virginians in Washington.

the personal accolades that come
with being a Cabinet Secretary but
because I believe it was a sign that
the President-elect recognized that
I was a constructive force in the
Senate - someone he could work
with to bring people together and
get things done.
Unfortunately, we had to
reschedule my meeting twice
because I had to stay in Washington
and fight for the Miners Protection
elect Trump. I was honared that But
the President-elect asked me to
meet with him, and I was humbled
to be considered for the Secretary of
Energy position.
During our meeting, we built on
, our previous discussion and talked
about the key issue~ facing our state
like addressing our infrastructure
needs, building an energy policy
that powers our nation reliably
and affordably, passing the Miners
Protection Act, keeping faith with
our veterans, and working together
to put our miners back to work.
We agreed to be partners in this
effort, not as a RepublicanPresident
thisfight -for progress
shouldn't pit us against each other.

I am going to work with the
President to make our state and
country successful, because his
success is our success.

Registration is now open
for The Greenbrier Half Marathon,
which will be held for the first
time Saturday, May 20, 2017, at
America's Resort in White Sulphur
Springs, W.Va.
A special early bird discount
is available to those who register
between now and December 26.
Organized in conjunction
with Race 13.1, the premier half
marathon series, this new event
will include a half marathon, a
10K and a 5K run throughout
The Greenbrier's 11,000-acre
playground.
The race will begin at 7 a.m. at
The Greenbrier Sports Performance
Center - the home of New Orleans
Saints Training Camp the last
three summers - with the finish
line located on the North Lawn of
The Greenbrier.

U.S. Senator Shelley Moore
Capito (R-W.Va.) today announced
$87,280,000 has been secured for
West Virginia flood relief through
the U.S. Department of Housing
and Urban "Development's (HUD)
Community Development Block
Grant - Disaster Relief (CDBG-
DR) Program.
This funding builds on the $17
million in CDBG-DR funding tha*,
Senator Capito secured for West
Virginia in October, resulting in a
total of more than $104 million for
flood recovery through CDBG-DR
to date.

Christmas gift for countless
families and businesses in southern
West Virginia who are continuing
athletes, and the runners will be
amazed at the beauty they see
around them during their run.

Greenbrier, so the setting is sure to

Each racer will receive a race tech

photographers will be on site for the

up along the course, and portable
bathrooms will be stationed

Appropriations Committee, Senator
Capito led efforts to secure funding
for the CDBG-DR Program, most
recently in the continuing resolution

Landscape Restoration Partnership
(LRP), USDA's Natural Resources . $526,612 will be

already underway.
Federal, state and local partners
will bring an additional $30 million

projects. With this funding, Joint
Chiefs' projects will extend to 29

Restoration Initiative (AERI).

Restoration Venture 0b~VRV).
The WVRV was instrumental
in helping WV NRCS, the
Monongahela National Forest
(Monongahela), the WV Division
of Forestry (WVDOF), and their
partners to develop a new business

Joint Chiefs' LRP funding in FY14-

and landowners to protect over 400
million acres nationwide, boosting
soil and air quality, cleaning and
conserving water, and enhancing
wildlife habitat.

HUD Secretary Julian Castro to
dedicate a significant portion of
the funding to victims in West
Virginia.

to West Virginians who were
devastated by the floods that

Senator Manchin will join the Senate Committee on Appropriations
and the Senate Select Committee on Intelligence
Senator Joe Manchin (D-WV)
today announced that he has been
assigned to the Senate Committee
on Appropriations and the Senate
Select Committee on Intelligence.
He will continue to be a member of
the Senate Committees on Energy
and Natural Resources, and
Veterans' Affairs.
"It is a privilege to be assigned
to the Senate Committee on
Appropriations and the Senate
Select Committee on Intelligence,
as we enter into a new Congress,"
Senator Manchin said.
'~l"ne two committees oversee a
range of issues that will help the
people of West Virginia and Our
values.
"As a member of these new
committees, as well as a new
member of Senate leadership, I
will have a greater influence over
where our federal dollars are going,
and how our country's intelligence
activities and programs keep us
safe.
In addition, I look forward to
continuing to work for the people
of West Virginia on the Energy and
Natural Resources Committee and
the Veterans' Affairs Committee,
two uniquely important committees
that affect our state greatly. As
always, I will continue to work
with my colleagues on both sides
of the aisle to find common sense
solutions to the challenges we face.
In these four committees and as a
member of Senate leadership, I am
hopeful that I can work to rekindle
a spirit of bipartisanship that
will allow Corfgress to work more
effectively and efficiently on behalf
of the people we represent."
