PUBLIC NOTICE OF PROPOSED SUPPLEMENTAL RATE
SCHEDULES UPON PPLICATION
NOTICE is hereby given that Appalachian Power Company, a
public utility furnishing electric service to 362,796 customers
at various municipalities, towns and rural areas in the Counties of
Boone, Cabell, Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln,
Logan, Mason, McDowell, Mercer, Mingo, Monroe, Nicholas, Putnam,
Raleigh, Roane, Summers, Wayne and Wyoming, has on December 20,
1979 filed with the PUBLIC SERVICE COMMISSION OF WEST VIRGINIA an
application seeking Commission authorization to supplement its
effective rate schedules to provide (I) an Experimental Residential
Time-of-DaY Electric Service Schedule (Experimental Tariff R.S. -
T.O.D) for a full-scope experiment involving programmable TeD
.energy metering of a limited number of volunteer customers over a
two year period and (2) a Residential Load Management Time-of-Day
Electric Service Schedule (Tariff RS-LM-TOD) limited to those
residences elLgible for residential service (RS) which use load
management devices with time-differentiated characteristics approved
by the Company, such as properly sized and controlled Electric
Thermal Storage (ETS) space-heating furnaces and water eaters
which consume electrical energy only during the off-peak hours
specified by the Company and store energy for use during on-peak
hours.
The two proposed rate schedules described above will
neither increase nor decrease the e,,erage monthly bill of the
various classes of Appalachian Power COmpany's customers. However,
for those residential customers of Appalachian Power Company who
are selected or who elect and who are otherwise qualified to
consume electricity under one or the other of the aforementioned
tariff schedules, such customer's average monthly bill may, depen-
ding upon the customer's time and pattern of usage, be decreased.
The two proposed rate schedules will not become effective
until a public hearing has been held and have been authorized and
approved by the Commission. (Notice will be given of the time and
place of hearing.)
A complete copy of the pro[osed Experimental Residential
Time-of-Day Electric Service Schedule (Experimental Tariff R.S. -
T.O.D.) and Residential Load Management Time-of-Day Electric
Service Schedule (Tariff RS-LM-TOD), as well as a representative
of the Company to provide any information requested concerning such
schedules, are available to all customers, prospective customers or
their agents at any of the following offices of the Company:
