MARY ELIZABETH RODES MEADOWS Mary Elizabeth Rodes Meadows, age 81, of 414 Summers Street, Hinton, formerly of Oak Hill, Ohio, passed away on December 14, 2003 at Holzer Hospital in Jackson, Ohio. She was born Jan. 7, 1922 in Sandstone, WV. to Charles and Nora Ellen Knapp Woodson. Mary was a former Wal-Mart employee. She faithfully attended the Liberty Baptist Church. Mary is survived by a son, Tom (Linda) Meadows of Renick, WV., daughter, Libby Brisker of Oak Hill, Ohio, and daughter, Mary Lynn Bartoe (Mark) of Meadville, PA. Also surviving one brother, Chase Redes of Hinton, eight grandchildren, Holly Leeth, Tom Meadows, Alison Sayre, Danette Hagans, Jason Brisker, Benjamin, Lacey, Andrew Bartoe and three great- grandchildren. Mary was preceded in death by her parents, four sisters and four brothers. Friends may call Tuesday from 5 to 7 p.m. at the Kuhner-Lewis Funeral Home, Oak Hill, Ohio. Funeral services will be at 11:00 a.m. Wednesday, December 17th. at the Ronald Meadows Funeral Parlors in Hinton. Friends may call one hour prior. Burial will follow in the Restwood Cemetery at Hinton, with Robert Rodes officiating. JASON G. SHUCK Jason G. Shuck, 91, of Beckley, died Thursday, Dec. 11, 2003, at home, following a long illness.. Born Feb. 3, 1912, in Summers County, he was the son of the late Alfred and Nancy Shuck. Mr. Shuck was retired from Classic Coal Creek Mines. He was a member of the UMWA and a member of the Church of God Family Worship Center. He will always be remembered for his generosity and many acts of love. He never met a stranger; all who knew him loved him. Survivors include his wife, Bernice Pack Shuck of Beckley; one son, Ronald Shuck of Strongsville, Ohio; two daughters, Evelyn Smith of Beckley and Delores Porter of Fayetteville, N.C.; 13 grandchildren, 19 great-grandchildren and four great-great-grandchildren. Service was 3 p.m. Saturday, December 13th. at Rose and Quesenberry Funeral Home in Beckley, with the Rev. Mark Schrade and the Rev. Sam Peterson officiating. Burial followed at Oak Grove Cemetery. Born Sept. 26, 1927, at War Ridge, W.Va., she was the daughter of the late Luther C. and Isleta McDaniel Shumate. Mrs. Shumate was a homemaker, an avid gardener, was an excellent seamstress and taught Sunday school for several years. She is survived by a brother, Mark Shumate; two sisters, Gladys McClung and husband, Dan, and Glenna Shumate, all of Wayside. Graveside services were held at i p.m. Thursday, December 11th. at Calvary Baptist Church Cemetery, Red Sulphur Springs, with the Rev. Sam Groves and the Rev. Nathan Adkins officiating. Friends call from 6 to 8 p.m. Wednesday, December 10th. at Broyles-Shrewsbury Funeral Home, Peterstown. Bob Wise's midyear spending cuts arid the potential $120 million shortfall next budget year are grabbing headlines, and rightfully so, but legislative interim committees also have been zeroing in on many other topics that will be before the full Legislature during the upcoming 2004 session. Here is a sample of a few issues of interest discussed during the December interim meetings: * A problem of growing concern that will likely be tackled this session is the massive unfunded liability among city police and firefighter pension plans. An interim committee on pensions has been told that the total debt for 49 of West Virginia's 53 cities and towns hovers around $511 million, meaning that if every officer and firefighter retired today, cities and counties would be short by $511 million. About half of the $511 million deficit can be attributed to the liabilities of the state's three largest cities: Charleston, Huntington and Wheeling. Huntington's firefighter pension plan has almost no assets at all and the police pension plan is only 2 percent funded. Charleston's police and firefighter pension plans are only 18 percent funded, being about $134 million short. Wheeling Tues. Because many cities and counties have failed to set aside enough money to properly fund their pension plans, the Municipal League also is willing to support giving the state Treasurer's Office more power to regulate local pension plan spending and investing. The League also proposes transferring about $2 million which is currently directed toward the state Teachers Retirement Plan to police and firefighter pension plans. The League also is asking for greater power to go after residents who fail to pay citations. * The chancellor of the state Higher Education Policy Commission said a pilot program under consideration would allow three interested state colleges or universities to charge students per credit hour, rather than on a full- to lower the cost of each credit hour, which would make the proposal revenue-neutral. If the program is enacted, the Policy Commission would report the results back to the Legislature in 2008. * Legislators also got an idea of how new, tougher standards for Promise Scholarships, which were approved this fall, might affect our students. While the basic requirement is still a total score of 21 on the ACT test, students will now also have to earn a minimum score of 19 in each of the four subject areas. So for instance, a student whose average score is 21, but who earned a 26 in math and an 18 in English would no longer qualify. Staring July 1, students will have to earn a minimum 20 in each subject area.
