Special ,o ooo B C)'i00 Tax Levy Dec. 14 00mmu,00 oo00oo00 BO,h00 o, Church will present their Christ- The Concord College Board of LEGAL NOTICE ,ter full consideration thereof, the, said Board of Education of the County of Summers, being of the opinion that the maximum levies for current expense authorized by Ar- ticle 8, Chapter 11 of the Code of West Virginia as last amended will not provide sufficient funds for the paymentofgeneral currentexpenses of schools in Summers County, in- cluding expenditures for the pur- poses hereinafter stated during the fiscal years beginning July 1, 1992, July 1, 1993, and July 1, 1994, and having ascertained that the amounts hereinafter shown in excess of the amounts raised byragularleviee will be needed by the Board of Education of the County of Summers during each of the three fiscal years, and that a special election should be held to increase such levies, in confor- mity with law, it is hereby ordered and declared: 1• The purposes for which addi- tional levies are needed, together with the approximate amounts con- sidered necessary for each proposal are as follows: a. To purchase, acquire and dis- tribute textbooks to all students in Summers County School System, grades K through twelve, inclusive, the annual approximate amount of. •. $100,000.00 b. To provide instructional sup- plies, library books, audiovisuals, and instructional equipment, where necessary to all pupils in grades K through twelve, including vocational, the annual approximate amount of. .. $80,000.00 c. To provide staff development, curricu]um enrichment, remediation and expansion programming via satellite, the annual approximate amount of... $20,000.00 d. To maintain and further im- prove the superior quality and excel- lence of the bands and music pro- grams of the county, the annual approximate amount of . $15,000.00 e. To provide student extracur- ricular and cocurricular support, including athletics, drama, field trips, playgrounds and etc., in the annual approximate amount of... 815,000.00 f. To provide summer and after school programs, including curricu- lar, cocurricular, and extracurricu- lar, to students in the Summers County School system, grades K through twelve inclusive, in the annual approximate amount of. •. $30,000.00 g. To provide professional/occu- pational stafftraining services that contribute to the professional or occupational growth and competence of teachers, administrators, board members, and service personnel, in the annual approximate amount of. •. $25,000.00 h. To acquire, either by purchase or supplement state funds, three new diesel buses, either for replacement or expansion purposes, and to sup- plement the operation of extended bus pans, provide an adequate, safe and convenient means of transpor- tation for school children, in the annual approximate amount of... $25,000.00 i. To supplement the rising cost of operation and maintenance of plant and student transpertation services, including utilities, fuel for buses, and custodial supplies, in the an- nual approximate amount of... $350,000.00 j. To maintain and/or replace general purpose vehicles such as trucks, tractors, staff vehicles, and laboratories, to add to existing school buildings where necessary, to cor- rect fire/health hazards, and to re- pair and maintain existing school buildings, facilities and equipment inclusive of contracted services in the annual approximaete amount of. •. $194,845.00 Total for all purposes annual approximate amounts of... $ 879,845.00 2. The annual total approximate amount to be expended during the term oft his levy is $879,845.00, and the total approximate amount to be expended during the three (3) year term of this levy is $2,639,535.00. The Board ofEducation ofthe County of Summers is hereby authorized to match any State, Federal or other funds becomingavailable and to expend at the end of each fiscal year or at end of levy period any resulting surplus accruing and any surplus accruing from this levy for any or'all purposes set forth in this proclama- tion or any school purpose it may desire. That the separate and aggre- gated assessed valuation of each class of taxable property within the Summers County District for the Assessment year of 1991 is as fol- lOWS: Class I $9,163,218 Class II $54,133,368 Class III $50,107,774 Class IV $23,862,583 Aggregate $137,266,943 4. That the proposed rate of levy in cents on each class of property within the Summers County School District for the fiscal years begin- ning July 1, 1992, July 1, 1993, and July 1, 1994, is as follows: Class l 22.95 cents per $100 Assessed ValUe Class II 45.90 cents per $100 Assessed Value Class Ill 91.80 cents per $100 Assessed Value " Class IV 91.80 cents per $I00 Assessed Value 5. The years to which additional levy shall apply, if authorized by the voters, are the fiscal years begin- ning July 1, 1992, July 1, 1993, and July 1, 1994. 6. That the question of such addi- tional levies be submitted to a vote "in the Summers County School Dis- trict which embraces Summers County, West Virginia, at a special election to be held in said county on Saturday, December 14, 1991. Ab- sentee ballots, for this election shall be applied for, obtained from and returned to the Office of the Sum- mers County Circuit Clerk, Sum- mers County Courthouse, Hinton, West Virginia. 7. That notices ofthis special levy election shall be given by the publi- cation of this order once each week for two successive weeks within a 14 day period next preceding the day of the said special election in the Hin- ton News, a newspaper for Demo- cratic politics and of general circula- tion in the Summers County School District, and the Leader, a newspa- per Of Republican politics and of general circulation, in said School District for the same period. Printed copies of this order shall be posted at each voting place in the School Dis- trict prior to the special election to be held on Saturday, December 14, 1991. All provisions of the law con- cerning general election shall apply.
