MERGER
CHAPTER 9, PART 2
On ,one occasion the Electrical
Engineer informed a salesman from
one of the electrical supply
companies, that his company would
enjoy full contract with the B&O if
by the next morning he had on his
desk two first class round trip tickets
to Jamaica for he and his wife along
with a check to cover expenses while
gone. With these practices it was
no wonder the B&O was on the verge
of bankruptcy.
While I was Master Mechanic at
Peru, Indiana, a lubricator pad was
developed to replace the old dope
pack for journal boxes on cars.
Three companies were foremost in
this new development, but the first
to come out was the worst. It was
found out after many failures and
no doubt many wrecks, that a
sweetheart deal had been made by
the General Superintendent o(-the
Car Department on the B&O to use
nothing but this lubrication pad.
For this the Superintendent was
fired and he was told not to even
clean offhis desk.
On the C&O our mechanical
officers were not allowed to make
blanket deals with suppliers. When
any new product came on line our
test department made exhaustive
tests of the product and then notified
our Stores and Purchasing
• Department that product was
approved for service. The
pu:rchasing department then
allowed the sales among the
qualified suppliers of the product.
There were times however that
attempts were made by suppliers to
abort this practice. One in fact was
a good friend of mine by the name of
Jim Kelty of Kelty Radiator Co., Des
M0ines, Iowa. We were at the
Greenbrier Hotel on an outing when
the General Manager of Kelty
Radiator approached me and stated
"Larry, if you will make Kelty
Radiator standard on the C&O,
there will be deposited to your
banking account $25,000 and your
mortgage payments to your home
will be paid off also."
At that time there was only oii-
other radiator manufacturer that
met our qualifications and that was
General Radiator Co. Of Louisville,
Kentucky. Radiators were a very
expensive item for a diesel
locomotive, costing about $3,800 per
unit and requiring 6 units per
locomotive. "Ed' I replied "You and
Jim are personal friends of mine and
I would love to do just that but I
can't." I then explained why, but a
short time later I had the
opportunity to get Kelty in the front
door and they fell flat on their face.
I was in my office when the Shop
Superintendent at Huntington
called me and stated a General
Electric Locomotive in shop for
heavy repairs at Huntington was all
finished except for radiator banks.
General •Radiator could not supply
them for about two weeks. With this
I called Kelty and asked if they had
any G. E. radiator units and after
checking they called me back and
said they lid and would ship by
motor freight a complete set ofG. E.
units.
Shortly after their arrival at
Huntington the Shop
Superintendent called me and asked
me to come to the shop. When I
arrived they took me'to the shop and
showed me the units that were
second-hand" and had been sent to
Kelty for repair and return to
another railroad.
In the reorganization and split
between the locomotives and car
departments, a cousin of mine
became Chief Mechanical Officer
Car and George M. Beischer, from
the B&O became Chief Mechanical
Officer of Locomotives. Beischer
lived in Baltimore but made no
attempt to relocate to Huntington.
He would leave Baltimore at noon
on Monday on his office car arriving
in Huntington at noon on Tuesday,
spend the rest of Tuesday and
Wednesday at Huntington and leave
for Baltimore Thursday. This went
on for about two and a half to three
years. In the interim my cousin was
made Assistant Vice President,
Mechanical and moved to Cleveland.
On one of his trips to Huntington
he needed Mr. Beischer but he had
notyet come in from Baltimore. Mr.
Beischer had been appraised more
than once of the necessity for him to
move to Huntington and the
opportunity now arose to remove
him from his responsibilities.
With that the Assistant Chief
Mechanical Officer, Mr. W. F. Dadd
became Chief Mechanical Officer
and I was elevated to his old position
of Assistant Chief Mechanical
Officer.
Almost immediately after the
move I was subjected almost daily
to a barrage of innuendos and
statements about how dumb we
were on the C&O. On one occasion
a friend of mine in the supply
business came to Huntington and
invited Mr. Dadd and me to have
lunch with him. Where we ate was
an exclusive restaurant and bar. I
had previously discontinued going
there with Mr. Dadd because before
even looking at a menu he had to
have at least three gin martinis. I
could not drink with him.
On this day, since it was my friend
involved, I agreed to go. When we
entered and sat down at the table
the first statement made by Mr.
Dadd was "Walter Touhy sure gave
you guys on the C&O a good
screwing didn't he?" This went all
over me, and my reply was, "He sure
did when he agreed to take the B&O
in. Bill you didn't know Mr. Touhy
but if you did you wouldn't make a
statement like that."
Because of my relationship with
my cousin Tom Hackney, I could
always appeal any decision or ruling
to him and most times it would be
reversed in my favor. As an example
in 1968, I had an emergency gall-
bladder operation at our company
hospital in Huntington. Prior to this
a directive had been issued that any
employee on salaried status who had
reached their 61st birthday before a
specified date must retire or forfeit
their supplementary pension. This
ruling caused the General Master
Mechanic on the Eastern Region to
retire.
When his replacement was
discussed, I recommended that the
existing Master Mechanic at Clifton
Forge be appointed. Jim Workman
was a dedicated, knowledgeable well
liked individual who got along well
with all transportation officers as
well as labor officials and his own
personnel. Mr. Dadd had proposed
an individual by the name of Nelson
Buskey who was off the B&O, had
never served in the capacity that
General Master Mechanics
demanded, was arbitrary, could not
get along with anyone and above all
was a mole that was sent to our
General Office before the merger to
acquaint the B&O personnel on our
operation.
When this difference of ouinion

hospital, knowing or feeling that a
permanent decision would be made
while I was off. I was assured that
decision would be held in abeyance
until I returned. With that
assurance I went ahead with the
scheduled operation. About five
days after my surgery, I wets
informed that a decision had been
made regarding this situation and
that Nelson Buskey was to be
appointed General Master
Mechanic.
About ten days after my
operation, I left the hospital against
the advise of my doctors and
returned to work. This later caused
me to have to undergo a second
surgical procedure to correct a very
large hernia in the original incision.
Upon returning to my office I
learned Tom Hackney was at
Huntington, but before laying the
problem before him I would inquire
of Mr. Dadd the status of this
position. When I asked him he said
the decision had been made and
Buskey was to be the General
Master Mechanic. I informed him I
would have to discuss this with Mr.
Hackney.
When I went to Mr. Hackney's
office I told him I thought Bill Dadd
should be there and I would
appreciate him requesting him
which he did. When Bill Dadd
entered the office, I stated this was
relative to the appointment of
Buskey and I turned to him and
stated that if he took exception to
what I said or any part of it to speak
up. Nothing was said in rebuttal
and when I finished, Mr. Hackney
stated that since this had come up,
he would take it up with the
Transportation Officers he was to be
involved with and get their reaction.
Buskey was turned down fiat by
everyone that was contacted. From
then on anytime any controversy
came up, all I had to do was mention
taking it to Mr. Hackney.
