HEARING
The U.S. Army Corps of Engineers, Hnntington
' District, is hosting three public hearings to solicit
comments on the Supplemental Draft Environmental
Impact Statement (SDEIS) prepared in accordance
with the National Environmental Policy Act (NEPAl
, for the Bluestone Dam Safety Modification Project. The
Bluestone Dam is located on the New River in
Summers County, West Virginia. The SDEIS will
eupplemant the 1998 Final Environmental Impact
Statement (FEIS), which was prepared to address
modifications needed to safely pass flows of the
updated probable maximum flood (PMF). A recent risk
assessment of the Bluestone Dam identified additional
safety concerns not originally assessed in the 1998
FEIS. To further reduce the risk of dam failure,
Huntington District is considering additional
structural modifications, which are described in the
SDEIS.
As detailed in the SDEIS, construction ofpropesed
modifications could cause noise and air quality impacts
for vi6ht to ton years. Additionally, the construction
could have direct and indirect adverse impacts on
downstream botanical, wildlife, water, and aquatic
resources through the temporary placement of fill
material into the river, disturbance of aquatic habitat,
downstream flow alteration, and increased suspended
solids. The ues ofouly eight of the sixteen sluice gates
to pass water through the dam during construction
could result in upstream impacts to natural and
recreational resources by causing an increase in the
frequency, duration, and elevation of out of pool
conditions within Bluestone Lake.

the ENEC rates currently in effect. Notice of FilingAnd Hearing
On August 16, 2016, Monongahela Power
Company (Man Power) and The Potomac Edison
Company (PE) requested that this Commission open
its annual review of Expanded Net Energy Costs
(ENEC) for the period of July 1, 2015, through June
30, 2016. The Companies seek for the Commission to
approve a total increase of $64,940,342. This amount
consists of an under recovery of $119,421,357 as of
June 30, 2016, a projected over recovery of $53,717,386
for the 2017 rate effective period. The rates also include
recovery of two deferrals from the 2015 ENEC
precesdin6: 1) a $23,466,552 deferral of energy related
costs for the largest industrial rate schedules, and 2)"
a $ 1 8 926 234 deferral for unreoo~ered generation
transaction costs for the acquisition of the Harrison
Power Station.
