Opioid Victim on the Senate Floor
Read Senator Manchin's floor remarks as prepared for delivery below:
Mr. President, we have come to a
crisis point in our country.
In West Virginia, drug overdose
deaths have soared by more than
700 percent since 1999.
We lost 600 West Virginians to
opioids last year alone.
Of the 628 drug overdose deaths
in the state in 2014, most were
linked to prescription drugs; 199
were Oxycodone-related, while 133
were attributed to Hydrocodone..
West Virginia had the highest
rate of prescription drug overdose
deaths of any state last year--31
per 100,000 people. The next closest
state was New Mexico, at 25 deaths
per 100,000 people.
In West Virginia, providers
wrote 138 painkiller prescriptions
for every 100 people, the highest
rate in the country.
Between 2007 and 2012, drug
wholesalers shipped more than 200
million pain pills to West Virginia -
40 million per year. And this number
doesn't include shipments from the
two largest drug wholesalers.
Every day in our country 51
Americans die from opioid abuse.
Drug overdose was the leading
cause of injury deaths in 2013.
Among people 25 to 64 years old,
drug overdose caused more deaths
than motor vehicle crashes.
There were 41,982 drug overdose
'deaths in the United States in 2013.
Of these, 22,767 (51.8 percent) were
related to prescription drugs. Drug
misuse and abuse caused about 2.5
million emergency department (ED)
visits in 2011. Of these, more than
1.4 million ED visits were related
to prescription drugs. Among those
ED visits, 420,000 visits were
related to opioid analgesics.
Nearly 2 million Americans, ages
12 or older, either abused or were
dependent on opioids in 2013.
Of the 2.8 million people who
use an illicit drug for the first time
in 2013, 20 percent began with
the nonmedical use of prescription
drugs, including pain relievers,
tranquilizers, and stimulants.
The United States makes up•
only 4.6 percent of the world's
population, yet consumes 80
percent of its opioids and 99
percent of the world's hydrocodone
(Vicodin), Opioid abuse has jumped
287 percent in 11 years.
In 2012, health care providers
wrote 259 million prescriptions
for painkillers, enough for every
American to have a bottle of pills.
Misuse and abuse of prescription
drugs costs the country and
estimated $53.4 billion per year
in lost productivity, medical costs,
and criminal justice costs.
Currently only 1 in 10 Americans
with a substance abuse disorder
receives treatment.
And Since 1999, we've lost almost
200,000 Americans to prescription
opioid abuse.
I have introduced several pieces
of legislation to begin addressing
this epidemic.
LifeBOAT Act: This bill
would establish a 1 cent fee on
each milligram of active opioid
ingredient in a prescription pain
pill to fund efforts to provide and
expand access to substance abuse
treatment through the existing
Substance Abuse Prevention and
Treatment Block Grant.
The Promoting Responsible
Opioid Prescribing Act: This bill
would decouple hospital and
physician payments from questions
on the patient satisfaction survey
related pain management to ensure
that physicians don't feel undue
financial pressure to prescribe
opioids when not medically
necessary.
The Changing the Culture of the
FDA Act: This bill would amend the
FDA's mission statement to include
the agency's responsibility for the
addressing public health impact of
the opioid epidemic.
FDA Accountability for Public
Safety Act: This bill which would
require the FDA to seek the
advice of an advisory committee
before approving any new opioid
medication and requires the agency
to provide a report to Congress if
it •approves an opioid against the
advice of that advisory committee.
Prescription Drug Abuse
Prevention and Treatment Act: This
bill would strengthen education
and assistance to states in reducing
opioid abuse, diversion, and deaths
by doing things like establishing
a consumer education campaign,
developing a system to accurately
measure opioid deaths,

Host a Grandparents Day Evenet
National Grandparent's Day is a secular holiday celebrated to honor
grandparents for their contribution to our lives, and to give grandparents
an opportunity to show love for their children's children. Jumping Branch
kindergarten students recently hosted a grandparent's day event to
show their appreciation and love for their grandparents. With Ms.
Newsome (Music Teacher) the students began the event by singing
'We Love Our Grandparents". Each student then presented a small
gift he/she h' .d made with the help of Mrs. Ronat (kindergarten teacher)
and Ms. Richmond (Classroom Assistant). The day's event ended with
a small snack provided by Principal Miller and the school's cook, Donna
Basham. The Kindergarten students would like to thank all who made
the event possible.
