P OBITUARIES LOLA MEADOWS ARTHUR Lola Meadows Arthur, 85, of Jumping Branch, died 11 a. m. Sunday, Sept. 26, 1999, in Beckley Appalachian Regional Hospital following a long illness. Born Sept. 11, 1914, in Dunns, she was the daughter of the late Fred and Minnie Skelton Meadows. Mrs. Arthur was a homemaker of Baptist faith and lived most of her life in Jumping Branch. Besides her parents, Mrs. Arthur was preceded in death by one son, Jarrett Arthur, and three brothers, Vacie, Woodrow and Isador Meadows. Survivors include her husband, Jacob Arthur, one daughter Geraldine Hogue and husband John of Richmond, VA.; one brother Vesker Meadows, and his wife Garnet of Jumping Branch; two sisters, Zettie Young of Shady Springs and Mildred Tolliver and her husband Stephen of Cool Ridge; one great-granddaughter, Maggie Hogue of Richmond, VA.; several nieces, nephews and special friends. Funeral services were held at 2 p. m. Tuesday, September 28th. at Bluestone Baptist Church in Jumping Branch, with Pastor Bill Chapel, Hinton, with Pastor Bill Fox officiating. Burial followed in Lilly- Crews Cemetery, Nimitz. Arrangements by Ronald Meadows Funeral Parlors Hinton• LADY BOBCATS SPAGHETTI DINNER The Summers County Lady Bobcats Basketball Program will be hosting their fourth annual Spaghetti Dinner on Friday night October 8 from 5:00 to 7:00 P.M. in the Summers County High School Cafeteria. The fundraiser dinner will be held before the Summers County vs. Liberty High School football game. The menu features spaghetti, bread, salad, dessert, and drink. Take out dinners will also be available. The cost is only $6.00 for adults and $3.00 for children 12 and under. Tickets may be purchased at the door, or advance tickets are available from members of the Lady Bobcats. RUMMAGE SALE The Women of St. Patrick will be holding a rummage sale at the parish hall on Temple Street on October 4 and 5 beginning at 8: a. m. There will be many fall and Child And Adult Food Program The Concord College Head Start Program announces the sponsorship of the Child and Adult Food Program. The same meals will be available to all enrolled participants at no separate charge regardless of race, color, disability, gender or national origin, and there is no discrimination in the course of the meal service. Any complaints of discrimination should be submitted to the Administrator, Food and Nutrition Service, USDA, Park Office Center, Alexandria, Virginia 22302. Eligibility for free and reduced price meal reimbursements is based on income scales effective through June 30, 2000. Compton Last week, I thought it was appropriate to inform residents on the public hearings that were held during September's legislative interims. After reporting on the public hearings, this week's column will be strictly dedicated to various committee updates and future plans. The Select Committee to Study PEIA welcomed representatives from The Segal Company, who continue to examine survey information collected to compare the West Virginia PEIA program with that of other states. This month, representatives gave us an update on the "scope of the study" and explained the survey regarding state employee health benefit plans• Both cost-sharing Mental Health. During this meeting, members heard from both directors of the Division of Alcohol and Drug Abuse and from the Division of Adult Mental Health and Community Rehabilitation Services. The director of the Division of Alcohol and Drug Abuse, provided the committee with an overview on the state's Substance Abuse Service Delivery System and how it caters to both adults and adolescents. Their presentation included explanations of the state provider system, services offered, service definitions and levels of care. Essentially, the division believes that the services provided at every care level need to be strengthened and /or expanded to meet the Planning, funding, technical assistance/training and the monitoring of services to adults with serious and persistent mental illnesses are all performed by this division. It was also reported that during FY 98, 62 percent of providers in 14 service areas served 24,942 adults with serious mental illnesses. Of the 24,942 mental health consumers assessed, 64 percent were reported as living independently. As the director concluded his presentation, he told the subcommittee that there can never be "too much service" in this area.
