/ == i-= .= Volume 89 No. 22 (Continuing the Hinton Daily News 8, The Weekend Leader) Home of the W. V Water Festival i Hinton, West Virginia Tuesday Sept. 25, 1990 25 Cents @ Lynn Crowder, principal of Hin- ton High School, has re-established an in-school suspension (ICE) policy to serve as what the school system is calling a =cooling of~ period to en- courage better behavior and keep students, that would other wise be expelled, in school. Mrs. Crowder is the only person in the school with the authority to assign a student to ICE, a small former classroom with awi ndow and divided into different sections where students can be isolated from oth- ere. Students in ICE are allowed to go to the bathroom once in the a.m. and one time during the p.m. unless there are special circumstances, a spokes- person said. =The students are super- vised by a teacher that spends the entire day in the room with them." All students in ICE have a twenty minute lunch period, but they are not allowed to be in the cafeteria or halls with spoof the other students .............. ..... during th~i~y~f~ t~'~ '~" ' This policy is to serve as a punish- ment for students, not for pleasure. According to the policy some of the offenses that would send a student to ICE are the following: Fighting, use of tobacco, skipping class or school, unauthorized leav- ing closed campus, assult of school personnel (physically or verbally). Willful destruction of school prop- erty, use or possession of drugs, sell- ing or receiving drugs/alcohol on school properW. Throwing food in the cafeteria, ~,pulling the fire alarm, stealing, nine tardies, and refusing to report to detention hall. The purpose of the policy, it says, is to encourage better behavior while keeping students in school. :: i:i ::! :::ii:~i!:ii!i on Street .... Joyce "Bunny"Anderson said placing bows of red, white, blue and yellow on the historic street lights in Downtown Hinton"is the only thing I could think of to show our support and love for our service men and women and hostages who are in the Middle East and other locations. I think it is the only thing a city or town can do for our service men and women." Shown above (left to right) is Anderson, Cindy Cooper, City Clerk and City Councilman Ed Hannah placing the first of several bows on the street lights Thursday evening. Anderson said the Riverside Floral and Gift Shop, Downtown Floral and Gift Ship and employees of City Hall donated the ribbon for the bows and Betty Taylor, owner of Riverside Floral, made all the bows. ='It thought it would be nice to do something like this for them," Anderson said. ='I think we have about 20 service men from Summers County. It's something I wanted to do." In Oliver Luck, candidate for the U. S. Congress from West Virginia's Second District, will hold an old- fashioned town meeting on Man. Oct. 1, at 12:00 p.m. at the Memorial Building in Hinton. Luck, who was in Summers County on Sept. 10 to announce his proposal for economic development entitled "Job's for the 90's", believes the town meeting will give all resi- dents of Summers County a chance to voice their concerns. =As the people of Summere County get bombarded with self-serving 30 second ads on the airwaves, I want to take this opportunity to talk about the issues that will really affect this county," emphasized Ltzck. =The mass exodus of our young people and the high unemployment rate are just a couple of problems that need to be discussed.~ ~ ~ Ed AFres, ofArvonia, Va. a former Hinton resident has donated the old Parker Opera House on Summers Street, a key structure in the National Hinton Historic District, j~ the Hinton Historic Land- mark Commission in hopes that the Commission will be able to use the building for the betterment of Hinton and Summers County. ~I hope you will be able to restore the building," Ayres said when making the g/ft. uI would like to see it restored the way it once was." Richard Lawrence, Vice President of the Landmark Commis- sion, was responsible for the gift after explaining tax advantages available to Mr. Ayree by donating the property to the Commission. The Commission is presently working with Region I Planning and Development Council and the City of Hinton to make an application for a 1991 Small City Block grant to restore the building and open it up for private business, Fred Long, Commission Chair- man said. =We lost the largest percentage of • our population, almost 10% of any state in the last 10 years here in W. Vs. My opponent says things are fine when in reality they are not," stressed Luck. "I believe that with hard work and new ideas, things can get better.~ After conducting research at county courthouses throughout the district, Luckidentified theresidents of Summers County who routinely vote and has sent them a personal letter askingthem toattend the town meeting. =At a time when voter turn- out is at an all time low, I commend those who have continued to exer- cise their right to vote', said Luck. =It is important to our system of self- government that all individuals take part in the political process. Attend- ing the town meeting will give the people a chance to share their ideas and concerns.~ By Fred Long The Hinton High School band equipment bus is the safest bus in the fleet, Don Kessler, Transporta- tion Director for the county school system, said after an inspection of the bus last week. The County Board of Education called for the inspection after Mar- gie Judy appeared before the School Board stating that her daughter fell from the back step and had to be seen by a specialist in Beckley be- cause of several injuries. =I'm con- cerned for those kids," she told the board. =My daughter could have been killed!" Kessler said in a letter to School Superintendent Jim Tassos, follow- ing his inspection, =it is my opinion that this bus is as safe as any in the fleet, if not safer due to the modifica- tion made three years ago. Nor- mally you would perceive something to be unsafe if you have experienced a considerable number of accidents having the same circumstance. To the best of my knowledge, this is the first reported accident of this nature involving this bus in three years of service." Three years ago, Kessler said, bus . garage personnel =added a step and a handrail to the back door of the bus" because the back would be used A STUDENT IN THE HINTON HIGH SCHOOL BAND fell from the back of the school system's band equipment bus and had to =me a specialist because of the injuries, but Don Kessler, head of the transportation department for the Summers County Beard Educa- tion, said the bus is the safest in the fleet because of an added step and handrail placed on it three years ago whenthe bus was placed in service. by the children when loading and fleet.~ The covering has a rubber unloading band instruments.
