Protecting Seniors from Exploitation
Turning 65 years old is sup-
posed to mark the beginning of a
new stage in life, the "golden
years," with more time for family,
hobbies, and relaxation. Sadly, too
many Americans in their "golden
years" fall victim to gold diggers
who seek to exploit senior citizens
for personal gain.
Far too many Americans work
and provide information on corr#
plaints of telemarketing fraud, and
would call for a computer database
to be set up with information about
companies that engage in
telemarketing scams. These provi-
sions would help senior citizens to
make sure that the friendly voice
on the other end of the telephone
offering special deals or gifts is not
hard for years, only to find that their just a smooth "con man" plying his
retirement "nest egg" has been plun-
dered through theft or fraud. Other
senior citizens fall victim to
telemarketing scares, in which con
artists take advantage of their vic-
tims' often trusting natures. And,
too often, seniors fall prey to health
care fraud and nursing home abuse.
To protect older Americans
from those who profit at their ex-
pense, 1 am cosponsoring a bill that
would crack down on a host of
crimes which disproportionately tar-
get senior citizens. This bill -- the
Seniors Safety Act of 1999 -- would
direct the Attorney General to study
crimes against seniors and to report
back to Congress with suggestions
on ways to reduce and prevent such
crimes, it also would provide crimi-
nal and/or civil penalties for de-
frauding a pension, retirement, or
medical savings plan, or engaging
in bribery or corruption in adminis-
tering such plans.
The Act would set up a "Better
Business"-style hotline to collect
craft. Upon notification by the Jus-
tice Department, telephone compa-
nies would have to discontinue or
refuse service to perpetrators at-
tempting to swindle seniors.
In addition, the bill would al-
low the Attorney General to bring
actions in court against false claims
or illegal kickback schemes involv-
ing federal health care programs.
And it would penalize nursing
homes that exhibit a pattern of
health or safety violations which
abuse the physical or mental health
of residents.
I hope that the Congress will
move forward with the legislation
and create this important safety net
to protect our older citizens from
the unsavory criminal activity
which so often afflicts them. The
Seniors Safety Act would help older
Americans to enjoy their golden
years without fear. They deserve
nothing less for their years of hard
work.

Western Square Dancing is a fun,
social activity in an alcohol and

open to both couples and singles.
Caller Bob Scott will teach the
Basic and Mainstream this fall, and
mid-winter. Students graduate at
the Plus level in the early spring.
Each call is taught and repeated
many times. The first two lessons
are free with a small weekly
donation requested thereafter.
REUNION SET
On September 25 to October 3,
1999, the 87th (Golden Acorn}
Infantry Division will hold and
celebrate its 50th Anniversary
Reunion at the Drawbridge Estates
in Ft. Mitchell, Kentucky.
The 87th Infantry Division was
activated and trained as a combat
Infantry Division in both World
Wars. In 1917 the Division joined
Gen. Pershing's A.E.E and as it was
being assigned to the Western Front,
the Armistice was signed. In World
War II, the Division went into
combat at Metz, France. During 154
days of almost continual combat, the
Golden Acorn Combat Team fought
in France, Belgium, LOxembourg,
and Germany. It advanced more
than 345 miles in the European
Theater, taking 63,338 prisoners
and liberating hundreds of towns.
Veterans of the famous "Battle of the
Bulge," crossing of the Mozelle and
Rhine rivers, and the lightening
streak' in pursuit of the Nazis across
the heart of Germany, fighting many
bitter battles from the once
impregnable Siegfried Line to the
Czechoslovakia Border.
