Each improper name removed from a list eliminates an opportunity for fraud, while also reducing candidate campaign mailing and ballot printing costs. Keep in mind, each year thousands of West Virginia's 1.2 million registered voters move from. town to town, county to county, and state to state. It is important for voters to be sure that their residential address is always up to date with their current county clerk. Keeping one's voter registration updated will keep each person voting in the correct polling place with the correct ballot and reduces opportunities for fraud by someone misusing old information, say, on an unauthorized absentee ballot. Stephen Baldwin for Signing Pledge U.S. Term Limits (USTL), the leader in the national, non-partisan movement to limit terms for elected officials, is gathering support from state lawmakers across the nation. Its mission is to get 34 states to apply for an amendment proposal convention specific to term limits on Congress. West Virginia State Senator Stephen Baldwin, district 10, has committed his support for term limits on Congress by signing the Term Limits Convention pledge. USTL President, Philip Blumel, commented on Baldwin's pledge saying, "Stephen's support of term limits shows that there are individuals who are willing to listen to the majority of voters who want term limits. America needs a Congress that will be served by citizen legislators, not career politicians." The U.S. Term Limits pledge is provided to candidates and members of state legislatures. It reads, "I pledge that, as a member of the state legislature, I will support and vote for the resolution applying for an Article V convention for the limited purpose of enacting term limits on Congress." In the 1995 case, Thornton v. U.S. Term Limits, the Supreme Court of the United States opined that only a Constitutional Amendment could limit the terms of U.S. Senators and House Representatives. According to Nick Tomboulides, Executive Director of USTL, the best chance of imposing term limits on congress is through an Article V Proposal Convention of state legislatures. "The Constitution allows for amendments to be proposed by either of Congress or sA of the states. While we'd like for Congress to take the high road and impose limits on itself, our goal is to trigger the latter, a convention of states," claims Tomboulides. "That is why it is important to get buy-in from state legislators," he added. Once proposed, the amendment must be ratified by 38 states. Blumel noted, "More than 82% of Americans have rejected the career politician model and want to replace it with citizen leadership. The way to achieve that goal is through a congressional term limits amendment. Baldwin knows this and is willing to work to make sure we reach our goal." According to the last nationwide poll on term limits conducted by McLaughlin & Associates, conducted in January 2018, term limits enjoys wide bipartisan support. McLaughlin's analysis states, "Support for term limits is broad and strong across aU political, geographic and demographic groups. An overwhelming 82% of voters approve of a Constitutional Amendment that will place term limits on members of Congress." FERC: Mountain Valley Pipeline Can Resume By Kate Mishkin, Charleston Gazette-Mail CHARLESTON, W.Va. -- Construction on the Mountain Valley Pipeline may start up again, federal regulators decided Wednesday. The Federal Energy Regulatory Commission ordered a halt to construction on the 300-mile- long project earlier this month after the 4th U.S. Circuit Court of Appeals ruledthat the Bureau of Land Management and U.S. Forest Service had sidestepped environmental rules in green- lighting the project. In the Aug. 3 Stop Work Order, FERC said there was no reason to believe the Forest Service and BLM would ultimately comply with the court's ruling and issue new rights- of-way. If those agencies designed different routes, that would require more authorizations and reviews. So, until those decisions were made, construction had to stop, FERC said. Capito, Manchin Announce Funding to Help Domestic Violence, Sexual Assault Victims West Virginia Senators Shelley Moore Capito (R-W.Va.) and Joe Manchin (D-W.Va.), members of the Senate Appropriations Committee, today announced $899,927 for the West Virginia Foundation for Rape Information and Services (FRIS) through the U.S. Dep~rtment of Justice's (DOJ) Office on Violence Against Women (OVW). This funding, authorized by the Violence Against Women Act, is through the Improving Criminal Justice Responses to Sexual Assault, Domestic Violence, Dating Violence, and Stalking Grant Program (Arrest Program), which supports local efforts to create a crimes and their accompanying victims. "Access to support services in addition to law enforcement is essential in helping victims of sexual assault and domestic violence recover," Senator Capito said. "Unfortunately, these services are even more critical in West Virginia in order to deal with the crimes that accompany drug trafficking and addiction. This funding will help West Virginia FRIS address these issues and strengthen our communities by coordinating with law enforcement to take a holistic approach towards see this funding come to West Virginia, and as a member of the Appropriations Committee I will continue to advocate for resources that help victims of sexual assault and domestic violence." "Sexual assault is a horrific and devastating crime and survivors deserve every resource to begin recovering from the physical and emotional trauma. The development of a statewide Sexual Assault Response Team is an important step in ensuring every West Virginian has access to these resources.
