West Virginia has had a
checkered history of election
integrity, with the purchase of the
West Virginia Democrat Primary
for John Kennedy in the 1960
election being perhaps the most
notorious.
But, as recently as 2012, federal
authorities obtained criminal
convictions against key officials
for election fraud in one southern
county.
And in 2016, a West Virginia
mayor was removed from office for
registering voters past the deadline
and subsequent election ethics
violations during his reelection bid.
Accordingly, as the chief election
officer for West Virginia, I'm laser
focused on protecting elections
throughout our state.
My parents taught me, "an ounce
of prevention is worth a pound of
cure." So, I designed an eight-week
program in West Virginia called
"Project Election Protection."
This West Virginia-specific

It is important for voters to be
sure that their residential address
is always up to date with their
current county clerk.
Keeping one's voter registration
updated will keep each person
voting in the correct polling place
with the correct ballot and reduces
opportunities for fraud by someone
misusing old information, say, on
an unauthorized absentee ballot.
In subsequent weeks, we
will address some common, yet
questionable, practices.
Areas of concern include
candidate slates, improper
electioneering, providing voters
with things of value to vote a
certain way, exceeding limits for
campaign/election workers, voter
intimidation and inappropriate
voter assistance.
Our laws place limits,
restrictions and regulations on all
of these activities, and "Project

"Project Election Protection" is
designed to educate the public, put
people on notice, end bad practices
and level the playing field for all
candidates for political office.
I encourage all West Virglnians
to get involved and stay engaged in
the political process.
I want people to be registered
to vote, to register others to vote,
to actively support candidates, to
become a poll worker on election
day, and even to consider becoming
a candidate themselves.
The best way to do that is
to work together every day to
make our elections fair, open and
transparent.
Do not allow a few bad actors
to steal your faith in our election
process. Be proactive when you see
an irregularity.
We want to prevent bad things
from happening in the first place,
rather than spend resources to
cure the wrongs after they have
occurred.

Stephen Baldwin for Signing Pledge
U.S. Term Limits (USTL), the
leader in the national, non-partisan
movement to limit terms for elected
officials, is gathering support from
state lawmakers across the nation.
Its mission is to get 34 states to
apply for an amendment proposal
convention specific to term limits
on Congress. West Virginia State
Senator Stephen Baldwin, district
10, has committed his support for
term limits on Congress by signing
the Term Limits Convention
pledge.
USTL President, Philip Blumel,
commented on Baldwin's pledge
saying, "Stephen's support of
term limits shows that there are
individuals who are willing to listen
to the majority of voters who want
term limits.
America needs a Congress that
will be served by citizen legislators,
not career politicians."
The U.S. Term Limits pledge
is provided to candidates and
members of state legislatures. It
reads, "I pledge that, as a member of
the state legislature, I will support
and vote for the resolution applying
for an Article V convention for the
limited purpose of enacting term
limits on Congress."
In the 1995 case, Thornton v. U.S.
Term Limits, the Supreme Court of
the United States opined that only
a Constitutional Amendment could
limit the terms of U.S. Senators
and House Representatives.
According to Nick Tomboulides,
Executive Director of USTL, the
best chance of imposing term limits
on congress is through an Article
V Proposal Convention of state
legislatures. "The Constitution
allows for amendments to be
proposed by either of Congress or
sA of the states.
While we'd like for Congress
to take the high road and impose
limits on itself, our goal is to trigger
the latter, a convention of states,"
claims Tomboulides.
"That is why it is important to
get buy-in from state legislators,"
he added. Once proposed, the
amendment must be ratified by 38
states.
Blumel noted, "More than 82%
of Americans have rejected the
career politician model and want to
replace it with citizen leadership.
The way to achieve that goal is
through a congressional term limits
amendment. Baldwin knows this
and is willing to work to make sure
we reach our goal."
According to the last nationwide
poll on term limits conducted
by McLaughlin & Associates,
conducted in January 2018, term
limits enjoys wide bipartisan
support. McLaughlin's analysis
states, "Support for term limits is
broad and strong across aU political,
geographic and demographic
groups.
An overwhelming 82% of
voters approve of a Constitutional
Amendment that will place term
limits on members of Congress."
FERC: Mountain Valley Pipeline Can Resume
By Kate Mishkin, Charleston Gazette-Mail
CHARLESTON, W.Va. --
Construction on the Mountain
Valley Pipeline may start up
again, federal regulators decided
Wednesday.
The Federal Energy Regulatory
Commission ordered a halt to
construction on the 300-mile-
long project earlier this month
after the 4th U.S. Circuit Court
of Appeals ruledthat the Bureau
of Land Management and U.S.
Forest Service had sidestepped
environmental rules in green-
lighting the project.
In the Aug. 3 Stop Work Order,
FERC said there was no reason to
believe the Forest Service and BLM
would ultimately comply with the
court's ruling and issue new rights-
of-way.
If those agencies designed
different routes, that would require
more authorizations and reviews.
So, until those decisions were made,
construction had to stop, FERC said.
Continuing work "poses the risk of'
expending substantial resources
and substantially disturbing the
environment."
