Mary Lou Barbery Reid, 87
of Hinton passed away Monday
August 15, 2016 at Rockin Chair
Residential Care in Lerona
following a long illness.
Bern July 12, 1929 in Athens,
WV she was the daughter of the
late Thomas Albert & Ennis Faye
Grimm Barbery. Mary Lou was the
loving wife of the late Billie George
Reid who died in 1978.
She was a wonderful mother
to three daughters, Robin Reid
Turner & husband Darrell, Jayne
Reid Angotti & husband John
and Riley Reid Mann & husband
David, all of Hinton; also surviving
are grandchildren, Courtney
Turner Ford & husband Tucker
and Marshall Reid Mann; great
grandchildren, Emma Noel and
Sophie Mae Ford; two sisters, Netta
Fae Smith of Danville, VA and Dana
Kee Birdsall & husband Frank of
Alton, VA; sister-in-law, Evelyn
Barbery of Athens, WV as w~ll as
several nieces and nephews.
Besides her husband, she was
preceded in death by a grandson,
Darrell R. Turner; three brothers,
Thomas Albert, Jr., James Calvin
and Robert Lyle Barbery and a
sister-in-law and her husband
Evelyn Reid Garrett and Harry.
Mary Lou was a graduate of
Athens High School and Concord
College, earning a bachelor's degree
in Biology and a minor in public
speaking. While at Concord, she was
selected Homecoming Queen and

New KIDS COUNT Report Calls for
"Real Talk on Race" and Shares Key Data on Race
and Child Well-Being in WV
Key Indicators of Family Income and Child Well-

KIDS COUNT took a good look
at the numbers, and the picture
is very clear: Race has a strong,
negative impact on the well-being of
West Virginia's African-American
families and kids. KIDS COUNT
examined eight key measures of
family economic status, child health
and educational achievement and
found that, in every instance,
African-American families and kids
are fairing even more poorly than
their white counterparts, often
by very significant margins. For
instance, nearly six in ten (57%)
African-American kids under five
llve in poverty; while one in four
• (27%) white children under five is
race disparity. For whites, labor
force participation is 55% and for
African-Americans it is only 49%.
Similarly, the state has one of the
highest poverty rates in America,
but the situation is even more dire
for African Americans. More than
16% of whites live in poverty, but
29% of West Virginia's African
American population are poor. The
per capita incomes is $23,215 for
whites and just $17,084 for blacks.
In terms of children's health
and achievement, 25% more
African-American babies are born
at low birth-weight, putting them
at higher risk for developmental
delays and other health-related
problems.

Earned Income Tax Credit for
working families; high-quality pre-
school for all three-year-olds; an
additional increase in the tobacco
tax to reduce pregnancy smoking

education curriculum to reduce
teen pregnancies. Gandee added,
"If advocates, communities, and
policymakers join forces and focus
on implementing these four simple
polices, we can make West Virginia
a great place for every child."
The report also outlines
audiences on a musical journey;
blending movements that are
spacial, and beautiful; flowing into
compositions that are breathtaking
in intricacy and speed.' As "Gypsy
At Heart" musicians reveal
progressive, uniquely original
soundscapesand arrangements,
their original melodies are flavored
with a familiarity that touch on
timeless music... World Music..,
indeed Global Music! While most
pieces are instrumental, lyrical
songs make known deeply thought
provoking, inspirational poetry.
Stratus - For more than three
decades ,this Charleston-based
band has not only entertained
the tri-state area of WV, KY and
OH and performed throughout
the east coast with their urban
contemporary sound, but have also
toured internationally, performing
for U.S. Troops in places like
Germany, Korea, Japan, Spain,
Italy, The Caribbean and even
Saudi Arabia. Stratus has not
only headlined some of the major
festivals in the area like Multi-fest
of WV, and The Charleston Regatta,
but has also opened for groups like
The Temptations, Average White
Band, War, Kool & the Gang, Chic
andThe Gap Band.
Akron, Ohio's Shivering Timbers
story developed when they -- Sarah
and Jayson Benn -- started singing
and crafting songs for their then-
infant daughter. As she grew the
music began to take shape, and a
band was born. Their music was
discovered by Dan Auerbach (The
Black Keys) when they were invited
to perform at his birthday party.
The first album was subsequently
recorded at Auerbach's Akron
studio, a collection of home-spun
dark folk songs and fractured fairy
tales called '%Ve All Started in
the Same Place." One year later,
they met Brian Olive (Greenhornes,
Soledad Brothers, Dr. John), and
Sarah sang harmonies on his solo
album '~Two of Everything". Soon
they were at his Cincinnati studio
recording the second album, "Sing
Sing." Shortly after, they met
Daniel Kshywonis playing drums on
the street and instantly gravitated
toward his inventive style, and
invited him out on tour. The trio
has been together ever since,
with Shovels & Rope, Jessica Lea
Mayfield, Kenny Loggins, Joe
Pugg, Carolyn Wonderland, Field
Report, Tav Falco, Kopecky Family
Band, He's My Brother She's My
Sister, Courrier, and so many
more; resulting in a live presence
that combines Indie Rock energy,
Blues/Punk passion, and Country/
Gospel reflection. In 2014 they
were voted Best Musician/Band in
Akron Empire, and Second Best
"Local Band (second to The Black
Keys) in Akron Life Magazine.
Half of the line-up is comprised
of West Virginia based acts. They

'The numbers don't lie. All kids in
: West Virginia struggle, but the race
gap for our African American kids
is really troubling. And, that must
change. These race disparities are
not only harming young children;
they are hindering West Virginia's
ability to prosper," said Laura
Gandee, interim executive director
of West Virginia KIDS COUNT.
'~'he good news is there are policies
we can implement, right now, to
improve the lives of all kids and to
specifically close the race gap. It's
time to have a real talk about race
and tackle this issue head on."
In addition to young kids
in poverty, the KIDS COUNT
report looks at indicators such as
labor force participation, overall
poverty, per capita income, low
birth-weight babies, third grade
reading proficiency, eighth grade
"math prbiiciency and high school
graduation rates.
West Virginia has the lowest
labor force participation rate in the
nation, but there is also a significant

proficiently, compared to 46% of
white third graders. Even more
alarming is the fact that only 14%
of African American eighth graders
are proficient in math, while 25%
of white 8th graders are proficient.
There is also a 4% gap between the
percent of white students (87%) and
the percent of black students (83%)
who graduate high school.
The Real Talk on Race report
notes some areas in which the state
has tried to close the race gap,
including enhanced professional
development for teachers in
counties with high minority and
poor populations. But, KIDS
COUNT recommends a much
broader policy agenda aimed at
improving child well-being for all
races and specifically targeting
African-American families and
children.
KIDS COUNT's "Race2Great"
project is a five year effort to
implement four key policies that
could make West Virginia a top
recommendations aimed specifically
at helpingAfricanAmerican families
including economic development :
projects in heavily populated
African-American communities;,
use of Temporary Assistance to
Needy Families (TANF)to create
subsidized employment in African- .
American communities; extended
unemployment insurance to "
workers not presently included; a"
re-entry project to help ex-offenders
transition back to the community
and continued investment in the
work of the state's Office of Minority
Affairs.

to address the recent surge in
prescription drug, fentanyl and
heroin trafficking.
There are 19 counties in
West Virginia that are currently
designated as HIDTAs: Berkeley,
Boone, Brooke, Cabell, Hancock,
Harrison, Kanawha, Lincoln,
Logan, Marshall, Mason, McDowell,
Mercer, Mingo, Ohio, Putnam,
' Raleigh, Wayne and Wyoming.

program is imperative to ending
the drug abuse epidemic and
fosters important partnerships
between 15 states that are being
devastated by the rising heroin
epidemic, and it will focus on the
growing number of heroin overdoses
and drug trafficking cases. I am

Background on the HIDTA
Heroin Response Strategy:
In August 2015, the Office of
National Drug Control Policy
announced an unprecedented
partnership among regional HIDTA
programs to address the heroin
threat facing those communities
through public health-public safety
partnerships. The "HIDTA Heroin
Response Strategy now covers 20
States in eight HIDTAs:Appalachia,
Atlanta/Carolinas, Michigan, Ohio,
New England, New York/New
Jersey, Philadelphia/Camden,
and Washington/Baltimore. This
HIDTA Heroin Response Strategy
is fostering a collaborative network
of public health-public safety
partnerships to address the heroin.

Through the High Intensity
Drug Trafficking Area Program
(HIDTA), the White House Office
of National Drug Control Policy

drug-trafficking regions of the
United States. There are currently
28 HIDTAs located in 48 states,
as well as in Puerto Rico, the U.S.
