Most of the ginseng dug here is marketed in the Orient, where it is valued as a stimulant, an aphrodisiac, and a medicial drug for regu- lating blood pressure and blood sugar levels. More than 130 dealers received permits to buy and expert W.Va. ginseng in 1983, the first year such permits were re- quired. Dealers must reapply each year for permits, which expire the day before each new , ,digging season. ~ ~ Before any ginseng can be 'taken out of W.Va., the dealer must have the roots weighed and certified at stations staffed by the W.Va., Dept. of Natural Resources division of forestry. The dealers also must report the county where the roots were dug and the county where the digger resides. The digger's name is not required, and diggers do not need permits. Why all this regulation of a rather unsightly little root herb that has grown wild in the W.Va. mountains for hundreds -perhaps thousands - of years? The controll measures are designed to meet federal efforts to save ginseng from possible extinction. The Federal Endan- gered Species Scientific Authority ~ESSA) prohibits the expert of ginseng from states which do not have adequate regulations to safe guard against indiscriminate. harvesting. Restricted digging season and dealer permits also enable state authorities to keep tabs on how much gin.sang is being dug and how much is being xportod.
