OPERATING PERMIT
Title V of the Federal Clean Air Act and the state
Air Pollution Control Act requires that all major
sources and certain minor sources have a permit to
operate which states all requirement (e.g. emission
limitations, monitoring reqniremente, etc.) astabliahed
by regulations promulgated under the aforementioned
programs. The Office uf Air Quality (OAQ) has
determined that the draft permit referenced herein
meets this requirement.
The OAQ is providing notice to the general public
of its preliminary determination to issue an operating
perndt to the following company for operation of the
referenced Natural Gas Compressor Station:
Columbia Gas Transmission Corporation, Flat Top
Compressor Station; Plant ID No.: R30-08900004.
1996; Ellieon Ridge Road; Flat Top, WV 2584L
This notice soliclt public comment concerning the
above preliminary determination and provides an
opportunity for the public to review the basis for the
proposed approval and the draft permit. This notice
also mcorporates changes to the General Requirements
of the following pre¢onstruction Permit(s): 2065a.
All written comments pursuant to this notice must
be received by the OAQ within thirty (30) days of the
date of publication of this notice. In the event that the
30th day is a Saturday, Sunday, or legal holiday, the
comment period will he extended until 5:00 p. m. on
the following regularly scheduled business day, During
the public comment period any interested person may
submit written comment on the dra permit and may
request a public hearing, if no public hearing has
already been scheduled A request for a public hearing
shall be in writing and shall state the nature of the
issues proposed to be raised in the hearing. The Chief
of the OAQ shall grant such a request for a hearing if
he concludes that a public heang is appropriate Any
public hearing shall be held in the general area in
which the facility is located, after 30 day notice is given
The OAQ will consider all written comments prior to
final action on the permit.
