Compton Union, West Virginia - As prescription drug prices continue to increase, more West Virginians across the state raise concern about the future of medicine. Will our friends, family members and neighbors be able to afford tomorrow's medical drugs? Many residents are beginning to ask this question. Future prescription costs are not the only issue drawing attention these days. After the Public Employees Insurance Agency implemented its new plan, which went into effect July 1, not only are West Virginians concerned about prices, but confused about overall prescription coverage as well. Last week's article focused on the Children's Health Insurance Program (CHIP) and Healthy People 2010. This week, I believe it is important to look at the Medicaid prescription drug program and review drug utilization. By zeroing in on these two issues, many of the questions and the confusion should subside. Currently, West Virginia's Medicaid policy saves the state about $20 million a year. This state- managed health insurance plan for the poor, elderly and disabled requires prior authorization for certain prescription drugs. Pharmacy coordinator Peggy King believes that prior authorization is one of the "very tools" that controls the cost• If we lose the ability to use this "tool" then we could see another possible $20 million increase. King informed the committee that drug companies are using a new trend of consumer advertising, According the to consultant, the state could be saving even more money if the program would focus on total costs rather than drug line item costs. Saving the state more money sounds like a great plan, but the only way to verify Robertson's plan would be through a case-by-case analysis, which he stated would be "horribly expensive." The committee is looking into the best possible cost saving solution; however, more research needs to take place before a new policy is made• One change that has taken place in health care recently is the new PEIA prescription plan. Those covered under PEIA's program are expected to pay $5 for generic drugs and $15 for drugs on the preferred list prepared by the claims processor. Subscribers are charged a retail price, up to $40, for brand name drugs not on the preferred list• TO clear up some of the confusion, I will provide you with the various classifications of drugs on the PEIA list• Those classes of drugs are Anti-infectives, Antidepressants, Anti-anxiety, Cardiovascular, Diabetes, Gastrointestinal, Glaucoma, Migraine, Anti- inflammatory, Respiratory and Women's Health. It may also be of interest to you to know that there are a number of drug classifications that PEIA has eliminated from their list. For example, anti-convulsions and drugs taken by diabetics, just to a few. Since this preferred list is not a true formulary, I believe that PEIA is making a very grave mistake by eliminating these drugs. As always, if youohave any legislative questions or concerns, please do not hesitate to call me or Paul Miller by phone at 340- 3190 or by marl at State Capitol Complex, Building 1, Room 208-E, Charleston, WV 25305. She also believes that the program is competing against the industry's $1.5 billion used in direct advertising to consumers.
