Public HZarings Set
for Division of Land
Restoration Proposed Rules
CHARLESTON, W.Va. The
West Virginia Department of
Environmental Protection’s (DEP)
Division of Land Restoration has
scheduled public hearings on two
proposed legislative rules. Both
hearings will be held at 6 p.m. in
the Coopers Rock Training Room at
DEP headquarters in Charleston
(601 57th Street SE).
A July 28 hearing has been
set for GOCSRS, the “Voluntary
Remediation and Redevelopment”
rule. This rule establishes the
eligibility, procedures, standards
and legal documents required
for voluntary and brownfield
environmental cleanups. The
proposed rule amendment would
update Table 60-3B (the De Minimis
Table), which, is used extensively
during risk-based cleanups to
determine whether environmental
contamination at a site being
evaluated under the rule exceeds
levels that would be protective of
human health. The update would
incorporate revised US. EPA
exposure factors, toxicity criteria
and physiochemical parameters,
and also risk-based groundwater
de minimis values that now include
exposure via dermal contact. The
amendment would also incorporate
some minor changerflchat, together
with the table updates, would align
the st ’3 values with national
standards."
The public hearing on proposed
legislativerule33CSR41,“Awarding
of Matching Grants for Local Litter
Control Programs,” is set for Aug.
11. The rule, which would replace
58CSR6, sets guidelines
procedures for providing matching
assistance grants to counties and
municipalities for the initiation and
administration of the litter control
program. The proposed change
identifies the program as being
under the jurisdiction of the DEP.
When originally established, the
program was under the Division of
Natural Resources but in 2005 was
placed under the A. James Manchin
Rehabilitation Environmental
Action Plan (REAP) within the
DEP.
Both proposed rules, along with
other agency proposed rules for
the 2017 legislative session, can be
read in- their entirety on the DEP’s
website here: http:/fwww.dep.

First Zika virus Death Reported
West Nile Virus—1 19 Recent Deaths
Protect Your Home
(NAPS)—You can help protect
your home from these mosquito-
borne viruses. Zika has been
declared a Public Health Emer-
gency by the WHO. The CDC
reports 426 cases in 44 states,
with the active mosquito season
just starting. Zika and West Nile
will surely cause multiple'deaths
this year. Infected mosquitoes are
most active in warm weather,
breeding in standing water.
Action Required
One simple step can reduce
your risk of contracting these
often—fatal diseases: Eliminate all
standing water on your property.
One way to protect against these
viruses is with a system that
eliminates standing water.
According to the CDC, this is
essential. Empty outside pots, bar-
rels, etc., weekly. Since the CDC
suggests gutters are the leading
source of standing water, you may
want to eliminate this threat com—
pletely. You can replace traditional
gutters with a patented gutter sys-
tem for handling runoff that elimi-
nates standing water. It’s a set of
seven aluminum louvers that turn
the roof runoff into gentle rain-
sized drops spread in a swath
three feet wide away from your
home. Called Rainhandler, it
requires no cleaning or mainte—
nance and eliminates ground ero-
sion. No standing water in gutters
ever again. Get more facts at
www.rainhandlers.com/naps or -
call 800-942-3004.

aged children currently receiving
WV WORKS cashynssistance, as
well as those providing foster care,
may have received the erroneous
vouchers. Vouchers printed after
July 1, 2016, have the correct
expiration date.
Eligible children will receive
