*MAN CHIN DEFENDS MIN ERS PROTECTION ‘ .DACT ON SENATE FLOOR Washington, DC. — U.S. Senator Joe Manchin (D-WV) delivered remarks on the Senate Floor today defending the Miners Protection Act from attacks from Senator Mike Enzi (R-WY), who called into question the promise our federal government has made to our miners on the Senate Floor earlier today. Read Senator Manchin’s floor remarks as prepared for delivery below: M. President, I rise in defense of the bipartisan Miners Protection Act. Our coal miners are some of the hardest-working people in America and they have dedicated their lives to powering our nation. By the end of this year, tens of tho isands of miners are going to receive notices that they will lose their health benefit. So, I have come to the floor again to answer the points that were called into question by Senator Enzi. First, Senator Enzi specifically questioned the promise that was made to miners in 1946, saying that it was made between coal companies and unions, not the federal government. He said there was never an agreement with the federal government. That simply is not true. In May 1946, the United States was in the midst of a robust post- World War II economic recovery. The United Mine Workers of America were actively negotiating their contracts and a strike was pending in the coal mines. President Truman knew the vital role the coal industry played in the economic recovery efforts and, fearing a prolonged strike, ‘ issued an Executive Order directing the Secretary of Interior to take possession of the bituminous coal mines in the United States and negotiate with the unions. ER. 5593) and the United Mine Workers of America.” The title of the agreement says “Executed at the White House, Washington, DC, May 29, 1946.” I believe that the Secretary of the Interior and the White House were representatives of the federal government back in 1946 just like they are today. I’d like to submit that agreement to the record now. Second, my colleague from Wyoming stated, “I worry about the claim that we are helping all coal miners with this proposal...” West Virginian coal miners — union and non-union —- all continue to suffer from the devastating effects of ongoing coal bankruptcies. Senator, we are willing to help all miners but we are focusing this particular effort on the United Mine Workers of America because of the unique federal promise that was made to them over 70 years ago. I invite you to join me in finding a way to help the rest. Senator Enzi also stated that he wants “America to remain financially solvent.” So do I. In fact, if we do not pass the Miners Protection Act, the Pension Benefit Guaranty Corporation (PBGC) will shoulder the burden of the outstanding liabilities. Passing the Miners Protection Act now means covering $3.5 billion in health and pension benefits. If we do not enact this law, the pension liability alone will carry a price tag of $6 billion. So I would say to my friend, Senator Enzi, join me in this effort, and we can save the taxpayers $2.5 billion dollars and prevent the crippling of the PBGC. The Miners Protection Act is' important to my home state of West Virginia because West Virginia has more retired union miners than any other state. Out of 90,594 retired United Mine Workers in the country in 2014, more than 27,000 live in West Virginia. I BUT -— the impact will be felt in every state of the union including Wyoming. , ‘ In fact, the Miner Protection Act will help over 900 health beneficiaries and over 2,000 pension beneficiaries in Wyoming. I would just ask what my colleagues who oppose this legislation expect widows and pensioners making $550 a month in pension benefits to do when their health plan is terminated. How do we explain to them that a seventy year old commitment will now go unanswered? It is our responsibility to keep this promise to our miners who have answered the call whenever their country needed them. I ask Senator Enzi and all of my colleagues to work with me to keep our promise to these miners, and find other ways to protect every miner. If FEMA cannot verify your address at the time you register, your home inspection may be delayed. “Once their address is verified, they. may be visited by a FEMA contracted housing inspector to determine the type and amount of damage to your storm-impacted home. Evidence that the damaged property is their primary residence or evidence that you own the property will be required”, said Maria Padron, FEMA Media Relations. What is an E-911 Address? The West Virginia Legislature created E-91 1 service to incorporate . city-type emergency addressing in rural areas of the state into the 911 system. A city-type address, such as 250 Mountain Rd., clearly identifies where a telephone is physically located when dialing 91 1. Previously, rural postal addresses did not provide this information. This system helps county officials ensure all their citizens receive the full benefit of 91 1 service by having emergency response agencies know precisely where help is needed. In addition, city-type addresses are reviewed for possible changes to assure prompt and accurate dispatch of emergency services to 'protect human life and property or the maintenance of general community security. For these reasons, your E-911 address is . considered your “official” address. When applying for FEMA assistance, especially in rural areas, be sure to provide your E-911 address. FEMA must be able to verify the physical address of your damaged property when you apply for federal disaster assistance. This is the address the home inspector will use to locate your property. You will need to demonstrate to your FEMA-contracted home inspector that the address of your damaged home, as shown on your FEMA application, matches your mortgage records, property insurance policy or tax receipts. Renters must provide proof of occupancy, such as’ a lease, rent receipt or utility bill. (A post office box can be used as a mailing address, but is not the physical address of your damaged dwelling.) If the “official county E-911 address is not the exact one the survivor used on their FEMA application, their inspection may have to be postponed and their disaster assistance may be delayed”, commented Padron. Check it out: Make sure the name of your street is right. Is it Stone Road or Old Stone Avenue? Is it East, West, North, South? Is the street number correct? If you know your E-911 address and it is not the one used with your FEMA registration, you will need to correct or update your FEMA contact information.
