The long awaited release of the 1999 Legislative Budget Digest has officially been distributed to various state agencies, government officials and citizens as of June 23. After months of fine tuning, House and Senate budget conferees have reached a detailed version of the 1999 Budget Bill. Lawmakers allocated a total of $38,616,098 to a number of statewide projects. This amount is slightly lower than the 1998 digest; however, it is a significant increase from the 1997 edition. The Budget Bill is the only piece of legislation lawmakers are required by state law to pass during the regular session. It is a financial plan that details expected revenues (income) and appropriations (expenditures) for a specific time frame. The budget covers the period of July I through June 30, which is also known as the state fiscal year.
