Legislative
Notes
By Delegate Mary P. Compton
Union, West Virginia - Extra,
extra read all about it! It's finally
here and hot off the press.
The long awaited release of the
1999 Legislative Budget Digest has
officially been distributed to various
state agencies, government officials
and citizens as of June 23. After
months of fine tuning, House and
Senate budget conferees have
reached a detailed version of the
1999 Budget Bill.
Lawmakers allocated a total of
$38,616,098 to a number of
statewide projects. This amount is
slightly lower than the 1998 digest;
however, it is a significant increase
from the 1997 edition.
The Budget Bill is the only piece
of legislation lawmakers are
required by state law to pass during
the regular session. It is a financial
plan that details expected
revenues (income) and
appropriations (expenditures) for
a specific time frame. The budget
covers the period of July I through
June 30, which is also known as the
state fiscal year.
The budget digest is a more
detailed version of the budget bill,

HEALTH TIP OF THE WEEK:
LAUGHTER THERAPY --"It was
one of those days. My neck hurt.
Joints creaked. Muscles ached. Head
ached. And I felt lethargic and'icky.'
Staying home was out of the
question, as I had a full schedule.
Calling the doctor seemed
ridiculous, since what would I say
to myself?.
With no other options, I decided
to try some 'Laughter Therapy'---
clowning around, kidding, and
joking with my co-workers in a
positive way.
You know the kind of humor I
mean---where everyone laughs,
relaxes, and has a lot of fun, but to
describe it sounds silly,
And what do you know? It
worked.
Before long, everyone was in a
superior mood and was busting
about with a smile on his or her face.
And then it occurred to me that I
was feeling pretty good myself.
So, when in doubt, try it.
Laughter Therapy doesn't cost a
cent, and you've nothing to lose but
your misery."
