all prior liens and encumbrances, including, without
limitation, liens for real estate taxes, incinerator,
sanitary and sewer charges. The purchasers at the sale
shall be responsible for paying the recording costs and
also the tax on the privilege of transferring real
property (the cost of the tax stamp to be affixed to the
deed). The purchasers shall be responsible for payment
of all real estate taxes.

duty to canse any existing tenant or person occupying

Petition for review of Vegetation Management
Program and True-Up of VMP Surcharge.
Notice Of Filing And Hearing
On April 17, 2018, Appalachian Power Company
(APCo) and Wheeling Power Company (WPCo)
(collectively Companies) filed their 2018 petition for
Commission review of their Vegetation Management
Program (VMP) ,rod true-up of the VMP Surcharge,
their third such filing. The Companies' Petition
indicates an under recovery balance of $37.1 million.
The Companies are requesting that the current VMP
Surcharge rates remain in effect with the under
recovery balance being offset by the Unprotected
Excess accumulated deferred federal income tax
reserves that result from the Tax Cuts and Jobs Act of
2017.
Alternatively, the Companies propose an increase
in the VMP Surcharge rates to produce additional VMP
revenues to cover the alleged $37.1 million shortfall.
If approved, this request would raise rates in West
Virginia by 2.5 percent. The Companies also propose
to change the design of residential VMP Surcharge
rates from the current charge based en usage to a fixed
monthly customer charge. Under the Companies
proposal, the monthly customer VMP charge would
be $5.80 under the Companies' preferred alternative
and $11.10 under the second alternative.
The Commission has scheduled an evidentiary
hearing for 9:30 a.m. on Monday, August 13, 2018, in
the Howard M. Cunningham Hearing Room at the
Public Service Commission, 201 Brooks Street,
Charleston, West Virginia 25301.
Anyone desiring to intervene and act as a party in
this case should file a Petition to Intervene within ten
days following the date of this pablication, complying
with the rules on intervention set forth in the
Commisaion-s Rules of Practice and Procedure.
Anyone desiring to protest should file a written protest
as soon as possible althoagh protests will be accepted
throaghout the pendency of this proceeding. All written

New Survey Reveals Top Neighborhood Priorities
(NAPS)--Anyone who's watched
popular house-hunting shows knows
such features as walk-in closets and mul-
tiple bathrooms are repeatedly named
"must-haves" by home buyers.
It turns out, however, the old adage
"location, location, location" is as true as
ever when it comes to what homeowners
really want.
Survey Shows
In fact, according to the latest inde-
pendent survey from Ally Home, the
direct-to-consumer mortgage unit of
Ally Financial Inc the feel of a commu-
nity, its "vibe;' is a critical component
for home buyers. Fully 88 percent of
Americans surveyed said a neighbor-
hood's vibe plays an important role in
deciding where to live--and nearly half
say it's extremely important.
"The home-buying process can feel
overwhelming at times, and it can be
easy to lose sight of the important fac-
tors;' said Diane Morais, President of
Consumer & Commercial Banking
Products at Ally Bank. "If consumers
think ahead of time about the charac-
teristics of their ideal neighborhood--
whether it's an area with a close-knit
community, a place that's walkable to
stores or restaurants, or even a neigh-
borhood with strong cell phone cover-
age--it can help put them in a stronger
position to find that perfect home"
Sure, a home's price and its physical
location are important considerations.
But as a homeowner, it's essential that
your tastes and lifestyle align with those
of your community. The survey found
four out of five Americans agreed.
Nearly three-quarters would be willing

can stream their favorite shows without
buffering interruptions. And, despite
their reputation, millennials' ideal

Home buyers of all ages are attracted
to pleasant locales, with 36 percent of
respondents interested in a safe com-
munity with friendly people. Another
21 percent prefer a family-centric
neighborhood vibe, where families live
in close proximity to one another and
socialize frequently as a community.
Perhaps surprisingly, while Amer-
icans like their cultural centers, they're
not neighborhood must-haves for most.
The survey found just 15 percent are
interested in having cultural attractions
such as museums, historical sites, or
theaters nearby. And less than 10 per-
cent prioritize a great selection of retail
shops and an upscale urban setting.
