Water Festival" 0 Volume 116 No. 09 re Hinton, West Virginia Tuesday, July 10, ;ers 2018 50 Cents rlcan On Saturday, June 30, at the Hinton Railroad Museum, the Matthew FrenchChapterDaughters of the American Revolution (DAR) held their monthly meeting. At the meeting, Donna Brown Brewster, Matthew French DAR Chapter Regent, presented Dorothy Jean Boley The DAR Community Service Award. "The DAR Community Service Awards is awarded to worthy individuals in their communities for unpaid voluntary achievements in cultural, educational, humanitarian, patriotic, historical, citizenship, or environmental conservation endeavors. The recipient must have contributed to the community in an outstanding manner through voluntary heroic, civic, benevolent service or by organizing or participating in community activities." (DAR website) As we all know, Dorothy Jean does this and more." Dorothy Jean Boley was a longtime railroad employee. She was one of the co-founders of the Hinton Railroad Museum in 1991 and has been its president since that time. She has collected many C8/O Railroad artifacts and organized them into displays. She is a daily volunteer at the museum, helping prepare materials for museum brochures, and conducts tours through the museum. Most likely the museum would not exist if it had not been for Dorothy Jean Boley. The museum, which has been the impetus for preserving historical buildings in town and revitalizing the downtown area of Hinton in Summers County. Every October the city hosts Railroad Days during the last two weekends of the month. Dorothy Jean serves on the committee that organizes the event. People from all over the country take the train from Huntington pulling usually 23 cars with around 1,300 people to celebrate. The DAR would like to thank Dorothy Jean Boley of her many years of service to the community. This band is back by popular demand, they were here last July with Second Saturdays and were a big hit. Live music begins at 5:30. Bring a chair and come out and enjoy the music. Creek Don't Rise is an eclectic quad band hailing from the tri- state region of West Virginia-Ohio- Kentucky. Their soulful, blues inspired music takes influence from their native Appalachia. Running the gamut from soul to blues, rock to country, the band tackles and successfully plays anything that speaks to their inner beings - and that of their decidedly captive audience. In songs composed with ballad- like lyrics, lead singer Marcus Oglesby breaths life into original tunes that both inspire and make the listener rethink ideas about life, love and everything in between. Covers of famous blues, country and rock are also offered. Guitarist Jerry Lee Brooks and bass guitarist Rebecca Harrison provide exceptional musical accompaniment to performances. Community Spirit Alive and Well in Summers County By Shalom Tazewell CHARLESTON, WV--Senator Stephen Baldwin (D-Greenbrier) expressed great relief today that the 2017-.18 state fiscal year ended with a surplus large enough to provide $765,000 to the West Virginia Water Gauging Council for life-saving stream gauge enhancements. "I listened to expert after expert come before the Flood Committee and recommend these improvements to our stream gauge system," said Baldwin, "which is why I fought so hard both publicly and behind the scenes for this funding." The stream gauge system saves lives by helping to alert West Virginians of rapidly rising waters. The additional funding secured with Senator Baldwin's efforts will expand the current stream gauge system to additional streams throughout the state that are flood prone and currently not monitored. "When I saw that the funding was not in the Budget Bill, I prepared an amendment to the bill to insert the $765,000 for the stream gauge system." "Gov. Justice predicted we would have a surplus. . / I trusted him on the numbers, and he was right. We ended the year with a surplus. Now we can help with flood mitigation." Under state law, the first 50% of any surplus general revenue at the end of a fiscal year is deposited into the Revenue Shortfall Reserve Fund, commonly referred to as the Rainy Day Fund. Thereafter, the Legislature may appropriate the additional surplus in the Budget Bill or through future supplemental appropriations. The final version of the FY2018- 19 Budget Bill contained a number of surplus revenue appropriations from FY2017-18 general revenue, if they are available on July 31, 2018. The Governor's Budget Office announced a general revenue surplus of $20,208,000, which means there is $10,104,000 available for the Legislature's surplus appropriations. The surplus is more than sufficient' to cover the $765,000 for the West Virginia Water Gaging Council, which Baldwin worked to have prioritized. Over 40 people attended the community listening session and picnic on Saturday, June 30 at the National Park Service's Visitor Center in Sandstone. The purpose of the event was to bring people together and begin to create a common vision for Summers County by identifying its strengths and problems and sharing ideas about how to make our community stronger and healthier. Reverend Wayne Meisel, visiting minister at the First Presbyterian Church in Hinton, facilitated the discussion, which focused on three questions. To the first question -- what do you love about Summers County -- participants enthusiastically responded with "Rivers, Scenery, Atmosphere, People, Sense of Community, Recreation, Quiet, Wildlife, Thrift Stores, Relatively Diverse Economy, and Parks. "What do we need in Summers County" was the second question discussed. The needfor public transportation A strong public school system, support for retirees, employment opportunities in light manufacturing, support groups for people with addictions or other health issues, and a healthy environment were also considered to be important to the future vitality of the county. More walking trails and better signage for recreation sites were also suggested. The final stage of the listening session was to explore ideas and resources for addressing these issues and concerns. These included: publish a detailed Community Resource Directory; identify community partners and leaders and maintain communication with them; develop a mechanism for providing transportation for K-12 students to attend after school events; solicit input from young adults After the listening session, participants continued the conversation at a picnic. Both the picnic and the listening session were sponsored by the Summers County Huddle, a non- partisan group that advocates for strong communities, accountable government, a healthy environment, civic responsibility, and commitment to the democratic values of equality, liberty and justice. As a follow-up to the listening session, the members of the Huddle are organizing working groups, including the Coalition for Kids (organized initially to support the school levy), Community Outreach.
