In his Washington assign- ment, Glover worked with nat- ional leaders of the SCS in the Department of Agriculture and the U.S. Soil Office of Surface Mining in the Department of Interior. He helped develop the regulations under which the Surface Mining Control and Reclamation Act of 1977 is being administered. The national administrator of the SCS, R.M. She added, "Mr. Glover ser- ved with distinction, frequently for long hours and always under great pressure. He is commend- ed for significant contributions to a major presidential object- ive."
