An official of the U.S. Soil
Conservation Service (SCS) in
West Virginia, Frank W. GIo-
ver, Jr. of Morgantown, will
receive the second highest aw-
ard offered by the U.S. Dep-
artment of Agriculture in a
ceremony in Washington on
Wednesday.
He will be among 63 individ-
ual employees of the Depart-
ment of Agriculture to receive
the Superior Service Award.
Only 12 individual winners of
the award nationwide in 1979
are form the SCS.
Glover serves on the SCS
state office staff as the agency
's state resource conservation-
ist. His award is for his work on
reclamation of surface mined
lands, for efforts both in this
state position and as a member
of an inter-departmenthl task
force on temporary assignment
to Washington during periods of
1977 and 1978.
He was cited for his " out-
standing contribution to the
national effort to solve the
complex problems of energy
production while maintaining
environmental quality."
In his Washington assign-
ment, Glover worked with nat-
ional leaders of the SCS in the
Department of Agriculture and
the U.S. Soil Office of Surface
Mining in the Department of
Interior. He helped develop the
regulations under which the
Surface Mining Control and
Reclamation Act of 1977 is being
administered.
The national administrator of
the SCS, R.M. Davis, wrote in
1977 that Giover "quickly won
the respect of all other task
Ella Atkins force members with his know-
ledge of surface mine reclam-
ation and his ability to relate the
Wins . program development efforts to
.., ..... ,.cholarshln the practical side of recalmat-
ton on the ground."
Ella Marie Atkins
Ella Marie Atkins, daughter
of Mr. and Mrs. Mason Atk-
ins, participated in the Sixth

University during January of
1979 in competition with over

awarded a one- course free-
tuition scholarship by The
Johns Hopkins University or a
$100 tuition scholarship for one
college course at a local coll-
ege to be completed not later
than September of 1981.
Because of Ella's high score
on the math test, HinteR High
School received a certificate of
distinction.
Assistant Secretary of the
Interior Joan M. Davenport
wrote, "The results of the task
force effort were both remark-
able and unique. Please convey
may appreciation to Mr. Glov-
er for his very professional
contributions to the task force
work."
She added, "Mr. Glover ser-
ved with distinction, frequently
for long hours and always under
great pressure. He is commend-
ed for significant contributions
to a major presidential object-
ive."
His nomimation for the nat-
ional honor also cited his earl-
ier contributions to improved
surface mine reclamation in
West Virginia and his work with
the State Department of Nat-
ural Resources and the 14 West
Virignia soil conservation dist-
ricts. He also has been a leader
since its inception in the West
Virginia Conservation Educat-

An official of the U.S. Soil
Conservation Service (SCS) in
West Virginia, Frank W. GIo-
ver, Jr. of Morgantown, will
receive the second highest aw-
ard offered by the U.S. Dep-
artment of Agriculture in a
ceremony in Washington on
Wednesday.
He will be among 63 individ-
ual employees of the Depart-
ment of Agriculture to receive
the Superior Service Award.
Only 12 individual winners of
the award nationwide in 1979
are form the SCS.
Glover serves on the SCS
state office staff as the agency
's state resource conservation-
ist. His award is for his work on
reclamation of surface mined
lands, for efforts both in this
state position and as a member
of an inter-departmenthl task
force on temporary assignment
to Washington during periods of
1977 and 1978.
He was cited for his " out-
standing contribution to the
national effort to solve the
complex problems of energy
production while maintaining
environmental quality."
In his Washington assign-
ment, Glover worked with nat-
ional leaders of the SCS in the
Department of Agriculture and
the U.S. Soil Office of Surface
Mining in the Department of
Interior. He helped develop the
regulations under which the
Surface Mining Control and
Reclamation Act of 1977 is being
administered.
The national administrator of
the SCS, R.M. Davis, wrote in
1977 that Giover "quickly won
the respect of all other task
Ella Atkins force members with his know-
ledge of surface mine reclam-
ation and his ability to relate the
Wins . program development efforts to
.., ..... ,.cholarshln the practical side of recalmat-
ton on the ground."
Ella Marie Atkins
Ella Marie Atkins, daughter
of Mr. and Mrs. Mason Atk-
ins, participated in the Sixth

Search conducted by the Study
of Mathematically Precocious
Youth at The John Hopkins
University during January of
1979 in competition with over
369'.) of the ablest seventh grad-

Test than the average college-
bound male twelfth grader.
On April 28, 1979, Ella was
awarded a one- course free-
tuition scholarship by The
Johns Hopkins University or a
$100 tuition scholarship for one
college course at a local coll-
ege to be completed not later
than September of 1981.
Because of Ella's high score
on the math test, HinteR High
School received a certificate of
distinction.
Assistant Secretary of the
Interior Joan M. Davenport
wrote, "The results of the task
force effort were both remark-
able and unique. Please convey
may appreciation to Mr. Glov-
er for his very professional
contributions to the task force
work."
She added, "Mr. Glover ser-
ved with distinction, frequently
for long hours and always under
great pressure. He is commend-
ed for significant contributions
to a major presidential object-
ive."
His nomimation for the nat-
ional honor also cited his earl-
ier contributions to improved
surface mine reclamation in
West Virginia and his work with
the State Department of Nat-
ural Resources and the 14 West
Virignia soil conservation dist-
ricts. He also has been a leader
since its inception in the West
Virginia Conservation Educat-
ion Counci', and is a past pres-

Glover was born in Herndon
in Wyoming County and grad-

1935. He graduated from West
Virginia University in 1947 with
a degree in agronomy, after
