HOW TO PREVENT OVERPAYMENTS
People who get Social Security, SSI or black lung benefits and
don't promptly report any changes that may affect their monthly
checks may become overpaid and have to return this money later,
Carl Stewart, SSA manager in Becldey, said recently.
The most common cause of overpayments - in 6 out of 10 cases
- is too much earnings from work. Last year, 1.2 million people
received over $1 billion more in benefits than they should have.
And it all had to be paid hack or held out of future benefits.
This is why it is very important for a person to let Social
Security know ff he or she starts or stops working of if she or her
19~4 earnings will be higher than reported earlier, Stewart
explained. This should be done any time during the year there is a
change. The easiest way to report is by phone.
Keep in mind that some payments must be withheld if a
beneficiary is under 70 and his or her 1984 work earnings exceed
~,ge0 if age 65 through 69 or $5,160 ff under age 65 all of this year.
For earnings over the limit, $1 in benefits must he withheld for
each $2 of exce~ annual earnings. Also there's a monthly test that
applies in certain situations.
There are special rules, which include medical considerations,
if you work while getting disablity checks, Stewart advised.
Other changes, which oRen lead to overpayments, that should
be reported to Social Security are:

medical improvement of a clisabied person,
a student 18 or over stops attending school full time, and
a parent or otller payee no longe¢ has custody of a child or other
beneficiary.
