There is much public con-
cern about the present condit-
ion and disposition of the Pence
Springs Prison Property. This
concern is shared not only by
the citizens of Summers Co-
unty but by all West Virg-
inlans who are proud of their
heritage.
The purpose of this letter is to
focus attention on the respen-
sibilities as well as the rights of
the present owner, to wit, the
State of W. Va. It seems to the
writer that the state has foc-
used undue attention on the
problem of how best to dis-
pose of the property. Clearly
the small dollar amount of all
the bids solicited from the
public, and received, reflect the
deplorable condition of the his-
