=princetom Community Hospital
!_ following a short illness.
,,, Born Feb. 8, 1932, in Summers
County, he was the son of the late
Manley Edgar and Ann Ruth Via
Carden.
Mr. Carden was retired from
Celanese Corp. in Narrows, Va., and
was a member of the National
Guard. He had lived all of his life in
'.$ummers County and was a
!nember of First Baptist Church in
i*Hinton.
! He was preceded in death by a
brother, James Carden; and a sister,
Mary Ruth McClarey.
Survivors include his former wife,
• Betty Carden ofWaynesboro, Va.; a
son, James Carden and wife, Lorrie,
of Waynesboro; a daughter, Kay
Wood of Waynesboro; a
stepdaughter, Jennifer Rucker of
• Roanoke, VA.; four grandsons,
Jeremy Brown, Joshua Wood, Isha
Wood and Ethan Wood; a
granddaughter, Ariel Carden; and
two great-grandsons, Seth and Izik
Wood.
Services were held at 2 p.m.
Thursday, May 15th. at Pivont
Funeral Home Chapel, Hinton, with
Pastor Roy Lee Honaker, Jr.
officiating. Burial followed in Indian
Mills Cemetery.
Friends call two hours before
service Thursday at the funeral
home.

BASIL C. RATLIFF
Basil C. Ratliff, 85, of Hinton,
went to be with his Lord and Savior,
Jesus Christ, on May 12, 2003, from
Summers County Appalachian
Regional Hospital, Hinten, following
a short illness.
Born Nov. 13, 1917, in Hintxm, he
was the son of the late C.H.and
Jennie Harvey Ratliff and was a
lifelong resident of Summers
County. Basil was a veteran of World
War If, having served in the United
States Navy, retired from the West
"irginia Department of Highways,
and he attended the Baptist Church
while his health permitted.
• He was preceded in death by a
daughter, Nita Kay Ratliff; and a
brother, Leslie Ratliff.
He leaves behind to cherish his
memory a son, Basil C. Rat|iiTJr

Ruth A. Shields, age 78, of Silva,
MO. was bern bern June 7, 1924 in
Hinten, WV. and died May 5, 2003
at Blnffmanor, Poplar Bluff, MO.
She was united in marriage to
James Shields Sept. 16, 1945. He
preceded her in death March 1,
1993. Also preceding h in death
were her parents, Frank Armstrong
and Annie Elizabeth (Patrick)
Woodrum, 2 brothers, Claude
Woodrum andAnderew Cox, 1 foster
brother, Aubrey Woodrnm, 1 half-
sister, Lena Turner and 1 foster-
sister Lucille Blair.
She is survived by 1 daughter,
Susan Marie Shields, Tacoma,
Wash.; 1 sister, Laura "Juanita"

Sean Shields and his wife, Melody,
Tacoma, Wash.; 2 great-
grandchildren, Alysha and Sauna
Shields, host of relatives and friends,
Ruth was a member of LaSalle

She was a Missionary for the Baptist,
Mid-Missions and a homemaker.
She was a member of Wayne
County Home Improvement Club.

Friday, May 9th. at 2:00 p.m. at
Evangel Baptist Church, Missionary
Acres, Silva, MO., with Rev. Mark
Hunsberger and Rev. Ron Annis
officiating. Soloists were Rev. Ken
Moon, and Linda Hunsberger.
Pallbearers were Lawrence
Johnson, Rev, Ken Moon, Mark
Stanley, Bill Hayes, Jonathan
McLain, and Richard Christianson.
Burial followed in Twidwell
Cemetery, Clubb, MO.

The News
Marine Corps Lance Cpl. Eric M.
Harvey, son of Sandra R. Harvey of
Hinton, W. Va. and Richard Moore
of Jumping Branch, W. Va., is
currently deployed in support of
Operation Iraqi Freedom while
assigned to the 26th Marine
Expeditionary Unit, based in Camp
Lejeune, N.C.
Elements of Harvey's unit
recently joined coalition forces in the
vicinity of Mosul, Iraq, to promote
stability in the region and eliminate
any pockets of Iraqi resistance.
Harvey is one of more than 4, 000
Pacific Fleet Sailors and Marines
who deployed aboard the ships of the
USS Iwo Jima Amphibious Ready
Group.
Harvey's unit is an expeditionary
intervention force with the ability to
rapidly organize for combat
operations in virtually any
environment. MEUs are composed
of more than 2, 000 personnel and
are divided into an infantry
battalion, aircraft squadron, support
group and command element. With
this combination, Harvey's unit
supplies and sustains itself for
either quick mission
accomplishment or clearing the way
for follow-on forces.
Harvey is a 2001 graduate of
Summers County High School of
Hinton, W. Va. and joined the
Marine Corps in February 2001. For

U PDAT
I've mentioned many times
during my tenure in the House of
Delegates that one of my primary
concerns is the protection and
betterment of West Virginia's
children. I believe there's a great
deal we can do for children at the
state level, but when it comes to
lifestyles and behavior, most people
agree that children learn best by the
example their parents set.
That's why I was particularly
concerned by the results of a recently
released survey conducted for the
Centers for Disease Control and
Prevention. In the survey, West
Virginia ranked first among the 50
states and four territories for high
blobd pressure and smokeless
tobacco use, second for obesity and
general poor health, and fourth for
smoking.
The survey unveiled the following
statistics: About 8.2 percent of West
Virginians use smokeless tobacco;
about one-quarter are obese; 24.2
percent say they are in fair or poor
health; 28.2 percent are smokers;
and 8.8 percent report having
diabetes.
In January, I noted in my column
that the House Health and Human
Resources Committee adopted a
resolution asking the Joint
Committee on Government and
Finance to conduct a study of what
we could only refer to as a childhood
obesity "epidemic." Severely
overweight children often are not
getting proper nutrition or exercise
and their obesity can lead to chronic
diseases. Unfortunately, that
resolution died in the Senate. But I

know the Legislature, in particular
our health committee, will continue
to monitor the situation.
Aside from concern over our
health and our children's health, we
should also consider the financial
repercussions. According to an
Associated Press report, the Public
Employees Insurance Agency spent
an estimated $68.2 million on
obesity-related conditions between
July 1, 2000 and June 30, 2001,
while Medicaid expenditures for
such conditions were more than
$135 million during the same period.
Meanwhile, the West Virginia
Bureau for Public Health estimates
the costs for tobacco-related
healthcare costs in West Virginia are
nearly $900 million per year.
When it comes to smoking and
smokeless tobacco use, I'm hopeful
that the Legislature's increases in
taxes on both those substances will
help deter some children from
continuing to, or starting, the
tobacco habit.
We all know the health risks
associated with smoking and
smokeless tobacco use. Cancer.
Asthma. Emphysema.
Hypertension. Chronic Bronchitis.
Unfortunately, some children who
don't choose to smoke still suffer side
effects. West Virginia has the
highest rate of smoking during
pregnancy in the nation - one our of
every four pregnant women smoke,
the president of the West Virginia
Hospital Association has noted.
Smoking during pregnancy can
cause miscarriage, premature
'delivery and low birth weight babies.
I know the tobacco habit can be
extremely difficult to break, and
there are economic as well as
cultural factors that make obesity a
very difficult problem to overcome.
But the Legislature and other state
officials will continue to look at the
root causes behind such health
problems, with the intent of figuring
out what can be done at the state
level to help adults improve their
situation, thereby setting a better
example for their children, and
grandchildren. That's a worthy goal
for all,of citizens.
