(Bill) O'Brien, Democratic candidate for the West Virginia House of Delegates in District #28. I write to thank Democrats in Monroe, Summers, and Raleigh counties for the confidence in my candidacy, as demonstrated by your votes in May 10th primary election. I'm not a politician, I affirmed that in "Meet the Candidates" events throughout the district in recent weeks. I never sought elected office before, though I did offer my services to co-workers and colleagues as their representative in collective bargaining situations milny years ago. As many of you know, I have spent a half-century studying and teaching America's founding. Candidates for office back then weren't comfortable asking for votes; it was considered bad form. It signaled that the desire to hold office was more personal than civic, more an indication of self-interest than serving the public interest. Candidates were expected to wait to be summoned, called to public service when the time was right. And to return to private life when the responsibility was finished. Only a very few, people like George Washington, were good enough to be called over and over. Like them, I found it hard to ask for votes. I got the hang of it after awhile, but never felt quite right. To be honest, I thought rd be more comfortable if I felt I earned the votes I got. Better to lay out where I stand on issues and why, and trust that the voters will make the right choice. As brief as the campaign's been so far, that's pretty much where I am. That being said, none of it matters without the support of the voters. For reasons I don't claim to know but surely appreciate, I received that support on primary night. And I thank you for it. Now we head to November, when the real contest will be decided. I promise to do everything I can to merit your trust. I urge you to stay informed, keep me informed, and know that all I do is in the best interests of the people in our district. I am a Democrat because it's a party born to serve people. That's what drives it Not the small print on contracts. Not bottom lines. Not institutions, Not ideology. But people. Sometimes, our Party has veered away some from its mission. I never will. Thankyou. Bill O'Brien waobrien906@gmail.com HEALTH DEPARTMENT SERVICES Immunization clinics are held each Monday and Thursday at the Summers County Health Department. LEGAL NOTICE CONSUMERS CONFIDENCE REPORT Big Bend Public Service District P. O. Box 114 Talcott, WV 24981 (304)466-5111 PWS#3304507 / January 13, 2016 Why am I receiving this report? In compliance with the Safe Drinking Water Act Amendments, the Big Bend PSD is providing its customers with this annual water quality report. This report explains where your water comes from, what it contains, and how it compares to standards set by regulatory agencies. The information in this report shows the results of our monitoring for the penod of January 1 to December 31,2015 or earlier if not on a yeady schedule. If you have any questions concerning this report, you may contact John D. Kesler 304-466-5111. If you have any further questions, comments or suggestions, please attend any of our regularly scheduled water board meetings held on the 2nd Tuesday of every month at 9:00 a.m. in the water plant office, Talcott, WV. Where does my water come from? Your drinking water is surface water from the Greenbrier River. Source Water Assessment A Source Water Assessment wasconducted by the West Virginia Bureau for Public Health (WVBPH). The intake that supplies drinking water to the Big Bend PSD has a higher susceptibility to contamination, due to the sensitive nature of surface water supplies and the potential contaminant source identified within the area. This does not mean that this intake will become contaminated only that conditions are such that the surface water could be impacted by a potential contaminate source. Future contamination may be avoided by implementing protective measures. The source water assessment report which contains more information is available for review or a copy will be provided to you at our office during business hours or from the WVBPH 304- 558-2981. Why must water be treated? All drinking water contains various amounts and kinds of contaminants. Federal and state regulations establish limits. controls, and treatment practices to minimize these contaminants and to reduce any subsequent health effects. Contaminants in Water In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. FDA regulations establish limits of contaminants in bottled water which must provide the same protection for public health. Drinking water, including bottled water, may reasonably be Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban storm runoff, and septic systems. Radioactive contaminants, which can be naturally- occorring or result from oil and gas production and mining activities. Some people may be more vulnerable to contaminants in drinking water that the general populations. Immuno- compromised persons such as persons with cancer undergoing chemotherapy, persons who have undergone organ transplants, people with HIV/Aids or other immune disorders, some elderly, and infants can be particularly at risk from infections. These people should seek advise about drinking water from their health care providers EPNCDC guidelines on appropriate means to lesson the risk of infection by Cryptosporidium and other microbial contaminants are available from the Safe Drinking Water Hotline (800-426-4791). Water Quality Data Table Definitions of terms and abbreviations used in the able or report: • MCLG - Maximum Contaminant Level Goal, or the level of a contaminant in drinking water below which there is no known or expected nsk to health. MCLGs allow for a margin of safety. • MCL - Maximum Contaminant Level, or the highest level of a contaminant that is allowed in ddnking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technique. • MRDLG - Maximum Residual Disinfectant Level Goal, or the level of drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect benefits os use of disinfectants to control microbial contaminants. • MRDL- Maximum Residual Disinfectant Level, or the highest level of disinfectant allowed in expected to contain at least small amounts of some contaminants, drinking water. Turbidity is a measure of the cloudiness in water. We monitor it because it is a good indicator of the effectiveness of our filters. If present, elevated levels of lean can cause senous health problems, especially for pregnant women and young children. Lead in drinking water is pdmanly from matenals and components assiciated with service lines and home plumbing. This is responsible for providing high quality dnnking water, but cannot control the variety if materials used in plumbing components. When your water has been siting for several hours, you can minimize the potential for lead exposure by flusing your tap for 30 seconds to 2 minutes before, using water for drinking or cooking. If you are concerned about lead in your ddnking water, you may wish to have your water tested. Information on lead in driking water, testing methods, and steps you can take to minimize exposure is availablbe from the Safe Dnnking Water Hotline or at http://www.epq.gov/safewater/lead. This report will not be mailed. A copy will be provided to you upon request at our office during regular business hours. HN May17 (
