Chief Justice Burger said of
HEMINDER~ FOR REPRESENTATIVE PAYEE8
Those people who receive Social Security or supplemental
asem'Ry income (SSI) checks on behalf of someone else have
important reapensibil/tles, Carl Stewart, SSA manager in
mmldey, eald recenUy.
l~wst and foremost a representative payee is respunsible for
using tlm payments ou y for the benefit and well-l dngofthat
pi~len. This is true whether the payee is a relaUve, a cluse frle~l,
a cem't - appointed guardian, or an official of a public or private
agency or institution.
Secondly their prompt reporting of changes that may affect the
payment of benefits is absolutely essential, such as: change of
address or custody; the person dies, marries, stops or "starts
work, or enters or leaves an institution; a disabled indiv-
idual's condition improves; or a person getting SSI has a change
in assets or income.
Their third responsibility is accounting for how the payee has
used the bern.fits when asked by the Social Security Ad-
ministration. Became of a re~mt Federal court decision, more
payees will be required to complete a representative payee report
starting in 1 4, compared with previous years.
After completing and returning the report, SSA may ask the
representative payee to verify certain infornmtion. There-
fore, be sur~ to keep track of benefiis received and how the money
was spent. Retain all rece/p , canc ed cheeks, and other proofs
that pertain to expenses on behalf of the beneficiary.
To help a representative payee better tmderstand his or her
duties and how to use payments, SSA has a leaflet entitled Year
Duties As A Repreee~tative Payee. They also have a
Representative Payee Account Booklet.
