We the taxpayers pay 25 percent of the cost at the state level and then we use this to match 75 percent of.the monies at the fed- eral level which is also paid by us. Without these federal monies, W.Va. could in no way provide for its poor and needy. The W.Va. Legislature has no other choice than to draw down federal dollars. The ongoing battle in the legisla- ture is who to tax to draw down the Applications Being Accepted Applications are now being ac- cepted for the 1993 Miss W. Va. Interstate Fair Pageant. Over $3,000 in scholarships and prizes will be awarded to the queen chosen at the pageant, which will be held June 19, 1993 at West Virginia University - Parksrsburg. The pageant is open to W.Va. residents who are at least 16 as of June 1, 1993 and who will not have reached their 21st birthday by Sept. 1, 1999. Phases of competition in- clude interview, streetwear, and evening gown. No performing talent or costume presentation are re- quirsd. The winner of the pageant will reign over the 1993 W.Va. Interstate Fair and Exposition. She will also compete in Jan., 1994 for the title of Miss West Virginia Association of Fairs and Festivals and a chance to reign over the State Fair of W.Va. The federal government has said this tax is flawed and must be changed. They have said it must tax all providers within a class and must be broad based to include all provid- ers. As a result of the mandate from the Federal Government, the legis- lature has looked at taxing all health- care providers gross income. The battle that has insued revolved around this issue. In Senate Bill No. 542 the Senate wanted to tax the providers at a 2 percent of gross income. According to the Tax and Human Resouices Deptartments this tax would not produce the position was to tax all health care providers at 1.25 percent of their gross income, put a tax on tobacco and I percent tax on people making more than 100 thousand dollars. Taxes raised under the House posi- tion would raise enough monies to fully fund the program. On a split vote, the Senate on the last day of the extended legislative session voted to kill their own bill. This is ironic, since we have spent so much time working on a bill that must be passed, only to have the Senate tokillit. In reality, thismeans we will have to come back to Char- leston and deal with the Medicaid issue again. Medicaid must be dealt with in the very near future--this means the legislature will be back in session.
