At least once a day, people ask
me, "What's going on in
Charleston?" I interpret
that as a friendly way of
saying, "What are you doing to
help us?" Fair question, and
here's a sample of what I've been
working on over the last month.
Amtrak New Amtrak CEO
Riclmrd Anderson announced a
few weeks ago that he plans to
halt all private rail cars. That
will impact Summers County
adversely. Railroad Days would
cease to exist, as we know it.
What a terrible affect that would
have on our economy!
I immediately called Mr.
Anderson's office in Washington.
After many conversations with
his office, Mayor Joe
Blankenship, city council
members, the Governor's office,
and our federal representatives,
this is clearly a decision that's all
about money. The President and
Congress cut Amtrak's budget in
half this year. That decision is
now affecting us, as Amtrak says
they cannot afford to continue all
their programs. I suspect
Huntington will probably come
up with the funding to continue
this year, but beyond that it is
very uncertain.
I will continue to try and find
a long-term solution. We have
one of the nation's top festivals
that benefit everyone from the
FFA to churches to restaurants,
and we must keep it.
Flood Recovery I can't begin
to name the many positive
developments over the past 22
months, but I've been working on
the remaining problems. I see
three right now.
One, some towns are still
waiting on flooded homes to be
demolished. The WV Division of
Homeland Security &
Emergency Management
(WVHSEM) said they paid for
demolition's over a year's time,
but the contract ran out and they
didn't renew it due to a legal
dispute. They promised to begin
the process again immediately.
Two, some families who were
promised buyouts from FEMA in
the months after the flood still
have not received them. Over 80
homeowners are in this position.
The problem is that the state
for some unknown reason has
downgraded buyouts on their
priority list. I am working to
right this oversight.
Three, we need jobs. FEMA
designated some of our recovery
funds for economic development,
so I asked Chief of Staff Mike
Hall and Commerce Secretary
Woody Thrasher to tell us
exactly what local companies
must do to access those funds for
expansion and hiring new
employees.
They went to Washington last
week to determine those details,
I will continue to connect the
dots so we can create local jobs
and grow our struggling
economies. Several projects are
ready to go if the state just
figures out the details.
Turnpike Tolls I thought the
Presbyterian Church moved at ~
glacial pace, until I began
working in state government
which is even slower. When the
road bond passed, we knew tolls
would be increasing but
residents would have the
opportunity to buy an EZ Pass
for less than they currently pay.
After bugging the Turnpike
Authority for months, those
details are finally set. This
summer, we'll be able to buy an
EZ Pass for $24 with unlimited
toll usage for three years 2019,
that EZ Pass will cost $24/year.

Substance Abuse Last week,
I met with a group of Greenbrier
County high school students who
developed a substance abuse
prevention curriculum.
It could be used across the
state to curb substance abuse
among young people. I think it's
particularly effective because
young people for young people
wrote it!
