i Tues. May 1, 1990 Hinton News - 5A Letter to the Editor: I would like to speak to the people of Summers County in defence of the Rural Volunteer Fire Depts. I feel they are being blamed for something they are not responsible for. The fire dept.s, did not set the fire fee people will vote on May 8. House Bill #1199, passed by the State Legislature in 1984, gave the County Commission power to set up a Fire Board. In doing so, they made the following comment: =The legisla- ture finds that fire protection and saving lives and property are impor- tant to the health and welfare of the citizens of the State and that it is desirable for county government to provide fire protection services to county residents." The law requires several steps that must be taken before a County, Commission can set up this Fire Board. 1. Fire deparments could author- ized and establish a County Fireman's Association. The Depart- ments did this. 2. The law requires the Fireman's Association, upon a two-thirds vote, shall submit an application to the CeSsion with a petition signed by 10% ofthe voters in the effected area requesting a county Fire Board. This 10% petition, I believe, is to protect the citizens from being re- quired to pay a fee without public input and also let the Commission know citizens, other than the fire dept., requested the creation of a Fire Board. The Fireman's Association, with the help ofthe Rural Volunteer Fire Dept., did present a petition as re- quired by law. This is the end of the responsibility of the five rural fire depts., other than to present abudget requests to the Fire Board. 3. Upon receiptofthe petition the Commission created a 7 member Fire Board. Representing the Fire De- partments are, Tom W. Scott, Green Sulphur V.F.D., Claude E. Gibson, J.B. Nimitz V.P.D., and Robert Talbott, Talcott V.F.D. Represent- ing the general public with no con- neetion with fire service are Charles Boyd, Edward Lowe, and Donald F~Iock. Helen Mock Hedrick repre- sents the County Commission. These are the 7 people responsible for sot- ting the amount of the fire fee. 4. The County Fire Board, if au- thorized, shall be a corporation. No member of the Fire Board may re- ceive any compensation for his serv- ices, BUT = is entitled to reimburse- ment by the Fire Board for any nec- emmry expense actually incurred in connection with his duties." The Fire Board, as a pub|ic corpo- ration, may contract or be contracted with, sue and be sued, make and a~y-laws, rules and regulations, elec~,~fficers, appoint committees, emply and fLX compensation for personnel necessary for its opera- Uon. They may acquire, own, hold, sell and dispose ofreai and personal property. This is only a few of the many duties and powers the Fire Board has. I would again like to say that your five rural fire departments were not responsible for setting the fees that the Fire Board will impose, and you should not withhold your donations to them. It is a known fact that if your fire dept. is going to maintain their rat- ing as an approved fire dept. they are going to have to get money from somewhere. Insurance does not come cheap and fire trucks will not run on air. I have never believed that the fire fee set by the Fire Board was fair to those living more than 6 road miles Low Price! Those who believe on Him have everlasting lifw. Of them He says, "1 will raise them up." Do you believe? from any of the five rural fire sta- tions because they do not get any reduction in insurance premiums and the fire service is reduced be- cause of the distance the trucks must travel. But if you live within 6 miles era fire stations the fee is more than fair, because you receive a 9 rating on your ~nsurance, as opposed to a 10 rating for those living more than 6 miles. Let me give you folks living within 6 miles from the stations something to think about. Just suppose one or all of the fire departments receive less money than it takes to keep operating and close their doors. For those of you who have a 9 insurance rating, it would increase to al0, if you could getinsurance at all. I talked to an insurance agent and was told that the difference between a 9 and a 10 rating on a house insured for $60,000, would be approximately $120 more peryear. THINKABOUT IT. This is not a pitch for or against the fire service question you will be voting on at the upcoming election on May 8. If you do vote against it you should be willing to donate to your local fire depts, so they will be able to operate to protect life and property. MAYBE YOURS. Re- member, the men and women who operate the local rural fire depts, do so free of charge, they work and risk their lives while you sleep, watch television, or do something else you like to do. All they ask is, you give them enough money to operate on. As President of the Pipestem Volunteer Fire Dept. The first statewide teachers strike in the history of W. Vs. is history. It is at this point that all of the players must begin to meet regularly and plan carefully to avoid any further acrimony. To those citizens who supported the efforts of our public school teachers to make education a priority in our state, we want to say thank you. Many, many letters and phone calls poured in with words of support from around the state, the nation, and, indeed, the world. The West Virginia Education Associa- tion is grateful to all who responded in this fashion. Time marches on and so does this saga affecting our efforts to improve our schools. The WVEA plans to examine every proposal issued forth in the coming weeks as a participant in the planning process.
