The School Board approved the budget estimate for the next fiscal year Tuesday night with little com- ment, although only a few days ear- lier Kessler had informed each member by letter that he did not know of any "way that we can avoid a deficit for the fiscal year 1990-91." Board member Bill Dillon offered the motion to approve the budget maying it was just a formality, but school officials did speak outon what they said is a school system "slowly going broke." School Superintendent Jim Tas- sos said of the $7,395,433 budget 89.3% is committed next school year to salaries and fixed costs. "It should be about 70%. "Every year I convinee mysel fthat it can't get any worse," Kessler told Board members in his letter a week before the meeting, "and every year it does indeed get worse. It used to be a challenge to put together and then try to manage the budget. It has now reached the point that it is nolonger a challenge, its impossible." According to Kessler the budget includes "154 instructional person- nel and 10 administrators.~ In his letter,Kessler said, in order to stay within that number o~" personnel "a number of transfers have to be made and some positions eliminated.~ He said if this is not done "and we start the year with more professionals than hasbeenineludedin the budget, then the budget will be even further out of balance." "I see no way," Kessler continued, "that we can avoid a deficit for the fiscal year 1990-91. The only thing that remains to be seen is how large." and asked why his named was not placed on the substitute teacher's list. Davis said he was employed with the school system for 26 years and did not know of any other teacher that had been denied placement on the list. "I think it is ridiculous to have to file a citizens grievance to be placed on the substitute list.~ Tassos said teachers have been turned down for the list, but Dillon said "I always felt the more substi- tute teachers the better/He offered a motion to place Davis on the list. Dr. Nazer maintains an office practice i n the Beckley Medical Arts. He is presently a consultant in Gastroenterology and Liver Diseases in the Department of Medicine at HCA Raleigh General Hospital, Bsckley Appalachian Regional Hos- pital, Veterans Administration Medical Center, and Plateau Medi- cal Center. He is a member of the American College of International Physicians, American Society for Paronteral and Entral Nutrition, and West Virginia Medical Associates. Dr. Nazer is also co-author of several publications, which include The Effect of Alcohol on Human Alimentary Tract: A Review J.
