County will begin their spring clean-
ups. These concerned citizens have
shown in an active project, their love
of W.Va., by becoming a part of this
citizen/government effort tobeaufity
our state!
There are still numerous road-
ways in Summers County that are
adaptable - if your civic organiza-
tion, business, or neighborhoodgroup
would like to adopt a highway, please
contact Phyllis Farley at 256-6945
or Jim Richmond at 466-0106. Mrs.
Farley is the volunteer services co-
ordinator for the DNR Conservation
Education and Litter Control Office;
her office is located at MacArthur,
WV. Mr. Richmond is acting super-
visor for Summers County Depart-
ment of Highways. For general in-
formation about the program, you
may call 1-800-322-5530.
The West Virginia Adopt-A-High-
way Program was developed to
combat the terrible habit of litter-
ing! W. Va. is a lovely state, and
Summers County is one of the most
scenic areas. Let us work together to
improve the visual appearance of
the roadways, and in turn, we can
feel true pride in a clean environ-
ment! For individuals who are not
participatingin this group effort, we
urge you to do your share of the
effort by not littering! l

CHANGE
On February 22, 1990, Randall G. Dixon, doing
busi rums os Dixon'c Shell Service (Applicant), a mobi le
home mover, White Sulphur Spr{nge, Greonbrier
County, fled a-request to include an additional rate of
Sl0J~0 per heu~r, for a helper, ~hen ruquir~, i~n i~
tariff, under P.S.C. M,C. Certificate No. P-5294.
The request has been reviewed by the Commisaion's
Utilities Division and, in a Memorand um duted March
7, 1990, and filed March 9, 1990, Senior Utilities
Analyst Donald P. Cook, Motor Carrier Section, Utili-
ties Division, reoommonded approval of the proposed
inclusion of the additional rate for a helper in the
Applicant's existing tariff. Mr. Cook stated the Com-
mission Staffs review of other tariffs on file with the
Commisaion revealed no other tariff with this specific
teriffitom. However, Staffbetieves that the Applicant's
request is four, noble, and will improve the safety of
the public, when the hauler is required to tow largvr
mobile homes. Mr. Cook intim atod that" larger mobile
homes" meant those at least fourteen (14) feet in
width. For this reason, Staff rcoommended approvul
without hearing, following publication, if no protests
were received.
FINDINGS OP PACT
I. Randall G. Dixon, doing business as Dixon's
Shell Service, filed a r~quest to include an additions}
hourly rateof$10.50 for a helper, when required, in its
existing tariff. (See, Application filed February 22,
1990).
2. The reqm~t was reviewed by the Commission'c
Utilitiee Divie]o~ and a Memorandum was prepared
recommending approval of the inclusion of the oddi.
lionel rate for a helper in the Applicant's existing
tariff. (StaffMemorandum filed March 9, 1990).
3. Th e requested additional rate for a helper, in the
amount of $102;0 per hour, when required, is rea~on-
able and would improve the ~afety of the public when
the Applicant is raquired to tow larger mobite hames,i.o.,
those at least fourteen (14') feet in width. (See, Staff
Memorandum filed March 9, 1990).
4. West Virginia Cede 24A-5,2 provides the Public
Service Commission with authority to modify notice
requirementa regarding rate changes and to allow a
rate change upon less than the notice Specified tn the
Code. (See, West Virginia Cede 24A-5-2).
CONCLUSION OF LAW
Upoa oonsideration of all of the above, the Admin-
istrative Law Judge 0kLJ) is of the opinion that the
requested inclusion ofan additional rate. in the amount
of $10.50 per hour, for a helper, when required, in the
Applkant's ~,dsting tariff, as set forth in the applica-
tion filed in this preceding on February 22, 1990, is
reasonable and should he conditionally approved, but
not strictly as recommended by the Commission's
Staff. The ALJ is going to restrict the inclusion of the
additional rate 0f$10.50 for a helper to include only
those situations when such a helper is required in the
Judgement of the Applicant, when the width of the
mobile home is at least fourteen (14) feet,and upon full
disclosure, in advance, to tho Applicant's customer
that this additional rata will be charged. The ALJ is
net going to require the Appli~mt to publish the
epselfic rates and charges approved herein. The Appli-
cant will be requlrad to publish a naris4, attached to
this order, in lieu of TariffPorm No. 10, sines the rata
requested by the Applicant is reeoonable oad since tha
Applkant's customers will individually he notified by
the Applicant, in advance, that the Applicant intends
to utilize a helper and charge the additional rate
approved herein. Even though this specific tariffitem
has not been approved by the Commission in other

The delegate added that several
other individuals and corporations
from various parts of the state have
also expressed an interest in leaving
Rowan as a personal care home. She
said that some private operators
have indicated an interest in the
springs for bottled water. However,
Compton said these ventures would
be separate from the personal care
operation.
"The interests that I have men-
tioned, are only verbal and prelimi-
nary,~ Corapton said. "Letters of

measure based on my concern for
the residents and employees as well
as the great historical significance of•

Compton said there have been
many rumors afloat regarding the
fate of the home.'In an effort to share
the facts with those concerned, I
would like to point out some devel-
opments related to the sale or lease
of Andrew S. Rowan ," Compt0n said.
"The Monroe County Commission
