OBITU00IES .... :  ANITA L. BIGGER8 Anita Luster Biggers, 91, of Talcott, died 5 p. m. Friday, March 12, 1999, in a Hinton care home following a long illness• Born June 9, 1907, in Talcott, she was the daughter of the late John Oliver and Lula E. Johnson Luster. Mrs. Biggers was a lifelong resident of Talcott, a homemaker, and a member of the Second Baptist Church of Talcott. • She was preceded in death by her husband, Howard M. Biggers, in 1977; a son, Edward M. Biggers; two brothers and two sisters. Survivors include three sons, James Luster of Talcott, Mason Riggers of Talcott and Donald Lee Biggers of Atlanta, GA.; two sisters, Mattie Freeman of Hinton and Jessie Ellis of Richmond, VA.; six grandchildren and nine great- grandchildren. Services were held at 11 a. m. Wednesday, March 17th. at Ronald Meadows Funeral Parlors Chapel with Pastor Earl Jackson officiating. Burial followed in the Talcott Cemetery, Talcott. Arrangements by Ronald Meadows Funeral Parlors, Hinton. BONNIE B. COLE Bonnie Beatrice Cole, 76, of Nimitz, died at 9:50 a. m. Thursday, March 18, 1999, at the home of her extended family, Jimmy and Venita Richmond of Sand Knob, following a long illness. Born Sept. 5, 1922, in Streeter, she was the daughter of the late Albert B. and Mary M. Cooper Pack. • . Mrs. Cole was a lifelong resident of Summers County and a member of Nimitz Missionary Baptist Church, where she served as treasurer of the church. She was a retired postmaster of the Nimitz Post Office with 38 years of service. During this time, she was present at the official dedication of the pest office along with Adm. Nimitz and his staff and was instrumental in acquiring the new Nimitz Post Office. In the 1940s, she wrote a column for the Hinton Daily News under the pen name Laurel Temple. She was preceded in death by her husband, Willis Harold Cole, on June 30, 1981. Survivors include three sons, William Harold "Billy" Cole and, his wife, Sharon, of Nimitz, Willis Mark Cole and his wife, Penny, of Hinton and Henry Denton Cole and his wife Mary, of Pipestem; four daughters, Judith Irene Cannon qnd her husband, Bobby, of Cumherland, MD., Rita Karen Keaton and her husband, Arnold, of Glasgow, Bonnie Gall Tickle and her husband, Floyd, of Nimitz, and Lisa Ann Mullins and her husband, Bobby, of Nimitz; three sisters, Pauline Vest of Daniels, Anna Belle Bennett of White Oak and Bertha Lilly of Nimitz; 13 grandchildren; and five great- grandchildren. Services were held at 2 p. m. Sunday, March 21st. at Nimitz Missionary Baptist Church with Pastors Darrell Harem and Donald L. Hannah officiating. Burial followed in Crews Cemetery, Nimitz. Pallbearers were Bobby and John Cannon, Billy and Derek Cole, J. R. Tickle, Brad Angell and Bobby Ray Mullins II. Arrangements by Ronald Meadows Funeral Parlors, Hinton. WILLIE E. COX 'Willie Eden Cox, 86, of Ellison, died at 5:05 p. m. Tuesday, March 16, 1999, in a Hinton hospital following a long illness. Born Nov. 6, 1912, in Ellison, she was the daughter of the late George and Della Farley Bowling. Mrs. Cox was a lifelong resident of Ellison and a member of Old Path Primitive Baptist Church, Camp Creek. She was preceded in death by her husband, Ibra Guy Cox; a son, Ray Dean Cox; three sisters, Vella Lilly, Goldie Blair and Cloe Farley; and a brother, Otis Bowling. Survivors include a son, Ibra Junior Cox and his wife, Loretta, of Jumping Branch; a daughter, Pauline Scott of Bud; two sisters, Gladys Meadows of Nimitz and Ruth Kegley of Princeton; two brothers, Vaughn Bowling of Jumping Branch and Gene Bowling of Nimitz; 15 grandchildren; 25 great- grandchildren; and six great-great- grandchildren. Services were held at 11 a. m. Friday, March 19th. at Ronald Meadows Funeral Parlors Chapel, Hinton, with Pastor Darrell Harem officiating. Burial followed in Cox Family Cemetery, Ellison. MARY KATHERINE DICKENSON Mary Kathleen Dickenson, 73, of Hinton, died Friday, March 19, 1999, at her home following a long illness Born Feb. 9, 1926, in Giles County VA., she was the daughter of the late James Cecil and Hattie Jane Jones Dickenson. She was a former employee of Woods Store, Hirion, and Was a member of Little Wolf Creek Baptist Church, Buck. She was preceded in death by two brothers; Benny and Paris Dickenson, two sisters; Jeanette Reed and Ethel Perdue. Survivors include one nephew, whom she reared, Benny Dickenson of Pipestem; two nieces whom she reared, Teresa Tallman of Charleston and Jewell Griffin of Florida; four sisters, Mildred Meadows of Willowton, June Wood of Littleton, N.C., Jewell Kimherlin Deeds of Martinsburg; and several other nieces and nephews. Services were held at 11 a. m. Monday, March 22nd. at Pivont Funeral Home Chapel, Hinton, with Rave. Don Hannah and Joe Naylor officiating, Burial followed in Restwood Memorial Gardens, Hinton. Arrangements by Pivont Funeral Home, Hinton., CASSIE A. ST. CLAIR Cassie A. St. Clair, 82, of Pipestem, died Monday, March 15 1999, in a Princeton hospital following a long illness. Born Jan. 14, 1917, in Lilly, she was the daughter of the late Elliot and Elsie Mae Pack Cox. Mrs. St. Clair was a lifelong resident of Summers County and a retired school principal and teacher. She was preceded in death by her husband, Holley Edward St. Clair, Feb. 23, 1999; a infant daughter, Neta St. Clair; two brothers, Waldo and Ibra Cox; a sister, Clytie Lilly; a half sister, Thena Edwards; and five half brothers, Bud, Velmer, Dewey, Hugh and Russell Lilly. Survivors include a daughter Mrs. Retha Warren and her husband, Jerry, of Speedway; and a half brother, Quinton Lilly of Alabama. Services were held at 11 a. m. Thursday, March 18th. at Ronald Meadows Funeral Parlors Chapel with Pastor Bobby Holcomb officiating. Burial followed in St. Clair Family Cemetery, Pipestem. WILLIAM SWANN William Swann, 67, of Jumping Branch, died Wednesday, March 17, 1999, at the home of his sister, following a short illness. March 23. 1999 Hinton News - 3 Legislative Notes By Delegate Mary P. Compton As The clock struck midnight, the 74th Legislature officially came to an end with 305 bills passing both bodies. Of the 711 bills introduced in the Senate, 142 of them passed, while 163 House bills passed from a total of 1,045 introduced. I was very fortunate to have 16 bills passed during this session. When the 1999 Legislative session began, legislators were faced with four major issues: funding the Public Employees Insurance Agency, workers' compensation reform, mountaintop mining and domestic relations laws. We were able to tackle and pass three of these issues. Unfortunately, two bills dealing with domestic relations laws were left for further debate. Due to some inconsistencies and ongoing debate between lawmakers, neither bill made it out in time. One bill would have revamped divorce and child custody laws, while the other would replace the family law masters with family court judges. In a last minute effort to save portions of the bill dealing with child support and parenting, lawmakers inserted some of the language into House Bill 2678. However, after reviewing HB 2678 in its entirety, members of leadership believe that it contains "many" errors and have asked the Governor Underwood to veto it. By vetoing the bill, lawmakers are able to make the needed corrections to this important piece of legislation. It is expected to be taken up during the current extended session. This is an issue that needs a serious amount of consideration, and I can assure you that it will not be left untouched. We have already put a proposed constitutional amendment on the ballot for 2000 that would authorize the Legislature to create family courts. We are moving in the right direction, it just may take a little time. Beginning this session, it seemed as if mountaintop mining took center stage creating a great deal of conflict between environmentalists and people working in the coal industry. In an effort to reach a compromise between beth sides, the Legislature placed the previous standard into the West Virginia Code. Lawmakers also put some I and ready to become law. On Mal 12, 1999, the governor signed iz law, a bill that revised the stat workers' compensation statut The revised 1999 law reduces t threshold for workers to apply J permanent total disability from percent of bodily injury to • percent. The threshold also w reduced to 35 percent for certa parts of the body.
