PAUL BUSHA
Paul Busha of Buffalo, N.Y., died
Wednesday, February 24, 1999 of
complications of heart failure and
stroke. He was 86.
He was preceded in death by his
wife Sophie in Dec. 1998.
He is survived by two daughters,
Patricia Gilbert of Columbia, MD.
and Betty Busha of Buffalo and
three grandchildren.
Patricia is the daughter-in-law of
Martha Gilbert of Hinton.
The funeral was held Saturday,
Feb. 27th. at the Peter K. Leslie
Funeral Home in Buffalo.
OCIE M. CALES
Ocie MaeAdkins Cales, 71, of
Hix, died 2:10 p. m. Thursday, Feb.
25, 1999, at a Hinton hospital
following a long illness.
Born Sept. 8, 1927, in Hinten, she
was the daughter of the late James
Thomas and Elsie Ellen Adkins
Adkins.
Mrs. Cales was a lifelong resident
of Hix and was a ..... :-r of the
Shockley Hill Church of Christ
She was preceded in death by her
husband, Arnold Cales; a daughter,
Ethel Nadine Cales; a brother,
Arnold Adkins; a sister, Margie
Adkins; a grandson, Joe Edward
Walton•
Survivors include five daughters,
Wanda Ward of Hinton; Bonnie
Rhoads of Virginia, Peggy Walton of
Hix, Decredia Cales at home, and
Teresa Johnson of Daniels, three
sons, Jimmy Cales of Hix; Jerry
Cales of Rainelle, and Ralph Cales
of Pipestem; a sister, Sally Vernice
Ward ofHix; a brother, Zane Baden
Adkins of Hix; 10 grandchildren and
three great grandchildren.
Services were held at 2 p. m.
Sunday, February 28th. at Ronald
Meadows Funeral Parlors Chapel,
Hinton, with Leonard Bragg
officiating. Burial followed in Cales
Cemetery, Hix.
Pallbearers were Jackie Adkins,
Timothy, Andy, and Vernon Ward,
Roger Brown and Rick Messinger.

RUBY M. COLE
Ruby Marie Cole, 75, of 510
Fourth Ave., Hinton, died Monday,
Feb. 22, 1999, at her home following
a short illness.
Born March 7, 1923, at Logan, she
was the daughter of the late Fred
and Florenc,,Carpenter
Armentrout...
Mrs. Cole was a homemaker and
a member of First Christian Church,
and had lived most of her life in
Summers County.
Survivors include her husband,
Andrew Basil Cole; six sons,
Edward, Leroy, Jerry, Teddy, Bruce
and Ronnie Cole, all of Hinton; two
daughters, Doris Oliver of
Fayetteville and Nancy Fox of Hix;
a sister, Betty Mingrum; 16
grandchildren; and five great-
grandchildren.
Services were held at 11 a. m.
Thursday, February 25th. at Pivont
Funeral Home Chapel, Hinten with
Minister Eddie Via officiating.
Burial follow in Alvis Cemetery near
Princeton.

HOLLEY E. ST. CLAIR
Holley Edward St. Clair, 85, of
Pipestem, died at 7:15 a. m. Tuesday,
Feb. 23, 1999, at his home following
a long illness.
Born June 14, 1913, at Pipestem,
he was the son of the late Robert V.
and Susanna Lilly St. Clair•
Mr. St. Clair was a lifelong
resident of Pipestem, a retired
construction worker and farmer, and
was of the Baptist faith.
He was preceded in death by an
infant daughter, Neta St. Clair; four
brothers, Lee, Jim, Forrest and
Ernest St. Clair; and five sisters,
Nellie Farley, Pearl Farley, Grace
Pittman, Ora Coleman and Hattie
Law.
Survivors include his wife of 58
years, Cassie Cox St. Clair; a
daughter, Retha Warren and her
husband, Jerry, of Speedway; a
sister, Virginia Pettry of Pipestem;
and several nieces and nephews.
Services were held at 1 p. m.
Thurs., Feb. 25th. at Ronald
Meadows Funeral Parlors Chapel,
Hinton. Burial followed in St. Clair
Family Cemetery, Pipestem.
Nephews and friends served as
pallbearers.

Joseph E. Harper, 79, of 1000
Terrace St., Hinton, died Saturday,
Feb. 27, 1999.

CLIFFORD J. HARVEY
Clifford J. Harvey, 75, of 601
Miller Ave., Hinton, formerly of
Whitesville and Rainelle, died at
4:10 a. m. Saturday, Feb. 27,1999,
in a Hinton care home following a
long illness.
Born Feb. 10, 1924, at Hinton, he
was the son of the late Alfred
Adolphus and Mary Nellie
Fitzpatrick Harvey.
Mr. Harvey was a 40-year
employee of C&O Railroad. At the
time of his retirement he was the
foreman for the car department,
Hinton. He was an Army veteran of
World War II, having serve two
years in Japan and the Philippines
with Company B, 544th Engineer
Boat and Shore Regiment as a Tech
C5. He was a member of Boone
Masonic Lodge 162 AF and AM at
Whitesville and a member of Miller
Memorial Methodist Church,
Bellepeint.
He was preceded in death by
three brothers, Arvel R. Harvey on
Feb. 13, 1999, Donald A. Harvey on
Jan. 2, 1998, and Alpha D. Harvey.
Survivors include his wife of 51
years, Anna Marie Epperly Harvey;
three daughters, Susan Janette
Harvey of Williamsburg, VA., Nancy
C. Richmond and her husband,
Julian M. "Buzzy," of Hinton and
BettyAnn Haynes and her husband,
Stephen K, of Cross Lanes; a
brother, Lloyd E. Harvey of Nimitz;
three sisters, Elsie Brandon and
Myrtle Harvey Adkins, both of
Hinten, and Martha Headington of
Clara, Mich.; and six grandchildren,
Erin Collins Elmore, Courtney V.
Collins, Rochelle Richmond,
Danielle M. Richmond, Jared C.
Haynes and Derek S. Haynes.
Services were held at 2 p. m.
Monday, March 1st. at Ronald
Meadows Funeral Parlors Chapel,
Hinton, with Pastors Sterling
Morgan an Carl Edwards
officiating. Burial followed in
Restwood Memorial Gardens,
Hinton.
Pallbearers were nephews and
friends.

CEFERINA C. LANE
Mrs. Ceferina C• Lane, formerly
of Hinton, passed away on February
19, 1999 in Los Angeles, California,
of pancreatic cancer.
Born in Manila, Philippines, on
August 26, 1918, she was preceded
in death by her first husband,
Charles Reyes Lane (1950); her
second husband, Robert Reyes Lane,
Sr. (1988); her parents, a brother, an
older sister and a daughter.
She is survived by her children,
Mrs. Gaither (Laura) McMillion of
Galax, Virginia; Charles David Lane
of Salem, Virginia; Rosemary A.
Gallagher ofl.s Angeles, Calif.; and
Mrs. Ed (Mary Frances) Swepston
of Ronceverte, West Virginia. She is
also survived by four grandchildren:
David McMillion of Roxboro, North
Carolina; Jeffrey and James Lane of
Salem, Virginia; and Lora Ann
Swepston of'Shady Springs, West
Virginia, as well as her oldest sister,
Visayas Sevilla, and several nieces
and nephews in the Philippines.
A memorial eulogy composed by
the Rev. Glen Kuhn and members
of Central Baptist Church was read
at the niche-side memorial service
and interment held on February 27,
1999 at Forest Lawn Memorial Park
in Glendale, California. The Rev.
John Barta of Burbank, California
presided.

Legislative
Notes
By Delegate Mary P. Compton
Lawmakers have approximately
two weeks remaining of the 74th
Legislature. Because of limited
time, it was necessary to get all
legislation in and out of committees
and onto the House floor this past
week.
The House of Delegates had until
this past Friday, Feb. 26, to
introduce bills. However,
originating and supplemental
appropriation bills, as well as the
Budget Bill, may be introduced and
acted upon until the end of session.
These upcoming days will
determine the fate of many
proposed legislative measures. It is
within these next days when
lawmakers decide what bills will be
passed and made into law and what
bills will die in committee.
As we began the 74th Legislative
Session, three issues took the
forefront and have been a main
concern for many West Virginians:
mountaintop removal, workers'
compensation reform and financing
the Public Employees Insurance
Agency.
Legislation concerning
mountaintop removal and workers'
compensation have been moving
quite smoothly to date, and seem to
be on the "fast track to passage,"
thus far.
As I mentioned in last week's
column, a bill meeting the approval
of both labor and business was
drafted. The Workers'
Compensation bill lowers total body
injury thresholds for injured
workers to qualify for permanent
total disability and promises that
employer premiums will be lowered
by an amount equal to the increase
in benefits. This bill also gives a
break on interest to companies that
have delinquent premiums• The
Senate passed the bill Friday, Feb.
19, and is expected to be on the
Governor's desk by the end of the
, .AIp, .this.week the Senate is
expected to take up a bill that would
roll back the amount of stream bed
that can be destroyed by valley fills
before companies must mitigate the
damage. It would likely restore the
250-acre standard that was tle

policy, before a 1998 law expanded
it to 480 acres. This bill also would
require a comprehensive study of
the environmental impact of
mountaintop removal mining be
conducted.
Lawmakers continue to address
problems surrounding the Public
Employees Insurance Agency. For
what many deem as the "biggest
problem" facing the Legislative, I
want to assure you that lawmakers
continue to review a variety of
proposals in order to develop the
best possible solution. However, if a
solution is not agreed upon, a plan
adopted last year by the PEIA
its share of the settlement, including
$21.3 million this year.
Although the fate of legislation
can never be truly determined until
that final day of session, we can say
that these proposed measures seem
to be headed in the right direction.

Students Named to
Wesleyan Dean's
List
Area students have been honored
for being among the best academic
Finance Board will go into effect.
The following legislation seems to
be making headway and is "right on
track" for this session:
A bill to replace the current,
unpopular Family Law Master
system is in the works. The new
family courts consists of 35 full-time
family court judges supervised by
circuit courts under this bill. Circuit
court redistricting is yet another
issue that must be considered. A bill
must be passed so that districts can
be redrawn before 2000. This bill
would most likely add two or three
judges, but would not make any
major changes in the current
districts.
Road bonds as well as tobacco
settlement legislation seem to be
moving at the right pace. A bill that
would authorize the sale of an
additional $110 million in highway
construction stands a good chance
for passage this session. Also,
required as part of the settlement
with major cigarette manufacturers,
the bill imposes a "tax" on small
tobacco companies that were not
parties to the national $206 billion
settlement. Passage of this bill
would allow the state to draw down
students at West Virginia Wesleyan
College, announced Dean Richard G.
Weeks. Students on the dean's list
have achieved a 3.5 or higher grade
point average for the semester while
carrying a load of at least 12
semester hours.

of Hinton, majoring in secondary
education; sophomore Joshua
Newton of Pipestem, majoringAn
psychology; and freshman Jennifer
Keatley of Forest Hill.

A fund for MaryAnn Meador, wife
of City Councilman Larry Meador,
has been established at the National
Bank of Summers to aid in the
expenses associated with her cancer
treatment.
