Thank you for the space you
give the public to express their
views. I have been considering
a few words to say in regards to
the Amtrak Cardinal proposed
cut back by transportation Sec-
retary Brock Adams.
I am one of the many rail-
road retired employees with'
card pass and I have Completed
over 50 years of service as
many other have. I have al,
ways understood that our pass-
es were considered a part of our
wages in the beginning of free
transportation.
I believe it is time for all
railroad employees including
those retired to write our U.S.
Senators and Congressman and
explain how cutting off the
Cardinal Amtrak would effect
our economy. After spending
millions of dollars of tax pay-
ers money to purchase new
equipment etc, I believe as
mamj other there are other
ways for our president to make
cuts to help balance the bud-
ge.

cut the elephant into small
cubes, place in a five ton cass-
erole. Fill with enough water to
cover elephant to make gravy.
Bake at 250 degrees for four
weeks. During final seven min-

Snake oil and
balanced budgets

California's Gov. Jerry
Brown has embraced the new
orthodoxy of balanced
budgets. In his inaugural
address, he's come out for a
constitutional convention.
The purpose: to pass an
amendment to the Constitu-
tion requiring a balanced fed-
eral budget.
By so doing, Brown has.
seized the leadership of the
nation's so-called tax revolt.
But his proposed solution
to the problem of inflation --
a constitutional convention
and balanced federal budgets
-- Is nothing more than a
modern version of the old
snake oll remedies. Like
them, It won't cure the prob-
lem.
The governor's stand
misleads the public. It is bad
politics, bad economics and
bad leadersh!p.
The call for a constitution-
al convention is dangerous.
Once assembled, such a con-
vention could rewrite the en-
tire Constitution, a frighten-
ing prospect in this day of
standards, the federal budget
is already balanced.
If the federal government
went through that little
exercise, it would simply in-
crease public distrust of gov-
ernment. A perfectly legiti-
mate accounting procedure
would strike many people as
being an evasion of the Con-
stitution.
The fundamental flaw in
the plan mandating balanced
federal budgets lies in its
assumption that federal deft-
clts cause inflation. In fact,
even conservative econo-
mists recognize that even a
deficit as large as the Presi-
dent's $30 billion target adds
only a small fraction of a
percentage point to the infla-
tion rate.
Like the old snake oil mer-
chants, proponents of a bal-
anced budget amendment
offer nothing of value. The
problem of inflation would be
untouched. The real prob-
lems of our economy -- tow
productivity through unem-
ployment and underemploy-
merit -- would be worsened
by the government's inflexi-
bility.

Why do the Senior Citizens
have all the glory on our tax
dollars lots of them are able to
work• And lots younger than I
am and I couldn't even get bus
fare and others I know younger
gets them• I know these people
personally. I am 70 and a
widow and on small widows
pension. Can hardly make end
this winter months, these same
people get food stamps and
billty of a convention that
could run wild, the require-
ment for a balanced federal
budget Is a bad one.
First, deficit spending --
the unbalanced budget -- Is
often necessary. In times of
recesslon, excess federal
spending stimulates the econ-
omy and prevents the deep
slide into massive depres-
sion.
Second, a constitutlonaIIy
requlred balanced budget
would prevent the govern-
ment from responding to crl-
ses, whether forelgn or

timated. Its most powerful
effects are felt by the poor.
And unless it Is brought
under control, it serves as an
excuse for negative, anti-so-
cial measures that will have
a devastating effect on the
poor.
A sound anti-inflation cam-
paign should be based on
controlling essential costs In
the items that take the big-
gest bite out of family
budgets, items like food,
energy, health and housing
costs. Those items are rising

Dear Keeping,
We have a sixteen-year-old
girl who has been acting
strange lately. In the last year,
we have caught her telling lies,
such as going one place and
telling us she is going some-
where else. Also, we are wor-
ried about some Of the people
she hangs around with. Some of
them are high school dropouts
who do nothing but loaf around
and get into trouble. Another
thing is that she is moody a lot
lately. She evens fights with us
now.
She was always such a nice
girl. We just don't understand
what.is going on. Do you think
she could be using drugs?
Please answer quick as we
are about at the end of our rope
with her and are afraid she may
get into a lot of trouble.
Lost Parents
Dear Lest Parents,

rough time in life. In case you
may have forgotten the teen
years are very trying times.
I would suggest that you and
your spouse sit down and dis-
cuss the issues about your dau-
ghter until you can do it with-
out becoming emotionally up-
set. After this, confront your
daughter with your fears in a
calm, loving manner, similar to
the way you probably used to
do. If she's using drugs, let her
know how you feel about it, but
remain as calm as you can. Tell
her your concerns and make
sure she knows you love her
inspire of her actions. Hope-
fully, this will make her think
about her actions and she will
possibly change.
If you feel that you cannot
handle this situation by your-
selves, I would recommend you
seek professional help, whether
it be a minister, family doctor,
or a counselor.

in dealing with drug abuse
problems, and may be able to
help you and your daughter
better understand what is going

Dear Keeping,
We have a sixteen-year-old
girl who has been acting
strange lately. In the last year,
we have caught her telling lies,
such as going one place and
telling us she is going some-
where else. Also, we are wor-
ried about some Of the people
she hangs around with. Some of
them are high school dropouts
who do nothing but loaf around
and get into trouble. Another
thing is that she is moody a lot
lately. She evens fights with us
now.
She was always such a nice
girl. We just don't understand
what.is going on. Do you think
she could be using drugs?
Please answer quick as we
are about at the end of our rope
with her and are afraid she may
get into a lot of trouble.
Lost Parents
Dear Lest Parents,

rough time in life. In case you
may have forgotten the teen
years are very trying times.
I would suggest that you and
your spouse sit down and dis-
cuss the issues about your dau-
ghter until you can do it with-
out becoming emotionally up-
set. After this, confront your
daughter with your fears in a
calm, loving manner, similar to
the way you probably used to
do. If she's using drugs, let her
know how you feel about it, but
remain as calm as you can. Tell
her your concerns and make
sure she knows you love her
inspire of her actions. Hope-
fully, this will make her think
about her actions and she will
possibly change.
If you feel that you cannot
handle this situation by your-
selves, I would recommend you
seek professional help, whether
it be a minister, family doctor,
or a counselor.
FMRS has counselors trained
in dealing with drug abuse
problems, and may be able to
help you and your daughter
better understand what is going
