She then asked if the depart-
ment had made a request for help
from Japan. "They seem to under-
stand the need and expense of
medical care," she writes.
Last week the department made
formal requests for foreign aid with
the Japanese Trade Center, Soviet
World technology. We realize that
your nation only gives foreign aid to
Third World organizations and we
are a poor enclave within a wealty
nation, but never-the-less, our
pimple exist and suffer as others in
the. world. "
Wie will not bore you with all our
immediate problems, but we are
desperately seeking monies to op-
erate and provide public health
services to our people. We have,
with great regret, been unable to

nation to take care of only our basic
needs, of which we seek."

clinic, blood sugar clinic and blood
pressure clinic. Summers County's
Health Department is the only one
in the state that has been forced to
cut services, Plumley said.
At the beginning of the month
the department had a bank balance
of ovdyl3 cents, but contributions
are coming in.

Summers County Delegate Ar-
nold Ryan (]3) was rated "dead last"
on the WsstVirginia Citizen Action
Group's 1989 legislative scorecard
with asc~e of only 13%, the lowest
score earned by any Delegate or
Senator. Delegate Tom Susman
(D-Raleigh & Summers) scored
highest with 80% followed by Dele-
gate Mary Pearl Compton (D-
Monroe & Summers) with 73%.
The WV Citizen Action Group
and Save Our Mountains released
the resulte of the 1989 legislative
scorecard last week. Lawmakers
were rated on a scale of zero to 100
on the issues of ethics, groundwa-
ter protection, health care, con-
sumer credit, the sales tax on food,
seat belts, solid waste and recy-

Johna Bronson, of Sacramento,
Calif., sent her letter to President
Bush and acopy to the local depart-
ment. She says, after hearingTrail's
radio talk show, that she had to
write the president about the local
problem. "i have been a republican
for the past 27 years,~ she says,
"and am about ready to change. I
was brought up to believe that the
republicans stood for saving money
and that the democrats were only
interested in spending it. I now
think both payee stand for spend-
ing. However, the democrats want
to spend it on the people of America
(i.e., lower and middle class citi-
zens) while the republicans seem to
want to benefit only the rich.~ She
asked the president, ~aren't you a
little embarrassed to have a county
in the United States applying to
Russia for foreign aid? I would be
more than embarrassed if I were
you." She closed ~aying. "In the
future I feel that my money in the
form of political contributions would
be better spent on various parts of
this country that need help rather
than the republican party. I look
forward to some sort of answer and

Ryan with the lowest score of any
lawmaker for the 1989 session.
