Governor the WAY and Means to The investigation revealed that Gill ~ ~en*~:¢~, m~
stop the war on coal. I have also
presented this way and means to the
U MW 17# office in Charleston, No
response, and Senator Joe Manchin
would not listen.
I have told many legislatures,
politicians and the Governor to have
. a conference of all of the coal
producing governors or legislative
reps. at the Greenbrier, or where
ever. If the coal producing states'
legislature would change the
electorial votes to be allocated by
the congressional districts or by
proportional allocation bias by
popular votes they would take
control of Washington Beltway
Establishment W.B.E This would
cause Political panic in the four
corners District of Columbia. Why?
There are about 126
congressional districts. (126
electoral votes) in the coal producing
states.
President Obama won the 2012
election by winnin~ the popular vote
in just 14 COUNTIES tin Key states,
like Virginia, to win all the electorial
votes of those states• If
Pennsylvania had changed their
electorial college votes in 2012 from
popular vote to be allocated by
congressional district, President
Obama would (may) have lost the
election. Electoral votes by
congressional district is an example
of aTrue Republic form of
Government.
In addition, this electoral change
would put lobbyists, K Street, in
Check. It would bring a poitiical
nightmare to the curent campaign
financing the elected politicians
would be more accountable for their
actions Campaigning in just large
cities would come to an end.
Campaigning in the "Whole S'~ate"
would be the new campaign strategy.
Fair and Balance reform would now
apply to all voters.

Kent Heilems Announces Candidcacy
I am pleased to announce my candidacy for Circuit Judge of Summers and Monroe Counties. I am a
lifelong resident of Summers County residing in Hinton with my daughter, Maggie who attends Summers
Middle School.
I am a 1980 graduate of Hinton High School and a 1984 cam laude graduate of Concord College• I was
accepted into the West Virginia University College of Law in 1984 and graduated from Law School in
1987. While attending the West Virginia University College of Law, 1 was selected as a member of the Law
Review based on my academic achievement.
In 1986 1 was selected and served as the senior manuscript editor for the West Virginia Law Review.
I began practicing law with the firm of German, Sheatsley and Hutchison in Beckley, West Virginia in
1987.
I opened my own law practice in Hinton, West Virginia in January 1996. I was selected by the West
Virginia State Bar to be a member of the Lawyer Disciplinary Board in 1996 and served on the investigative
panel until 1999.
With 29 years as an attorney, 1 have extensive trial experience. I have tried cases in both civil and criminal
matters throgghout Southern West Virginia and in the United States District Court for the Southerrt~istrict
of West Virginia.
I have also appeared on numerous appellate matters before the West Virginia Supreme Court of Appeals.
I am particularly proud of my efforts before the West Virginia Supreme Court in a child abuse and neglect
matter from Raleigh County (In Re: Renae Ebony W,192 W.Va. 421) wherein I represented an abused
infant who the Trial Court ordered to be returned to the custody of the abusing parent.
I sought and received an immediate stay of that order from the Supreme Court, the Trial Court was
reversed and the child was protected.
I am a nmmber of the First Baptist Church of Hinton. I am the son of the late Jack L. "Buzz" Hellems and
Glenda E. (Hamm) Hellems of Hinton.
I am an active outdoorsman; an avid turkey and deer hunter, and fisherman of the New River. I have been
active in many civic organizations including serving on the board of the Hinton Little League.
I have also served as a Hinton Little League Softball coach and as a HintonArea Elementary Girls Basketball
coach•
I believe that the time is at hand to effectuate a positive change in our Circuit Court. We need a firm and
fair foundation for law and order.
If elected, 1 will consider all matters with fairness and impartiality; I will deliver timely and well founded
decisions. I pledge to treat all persons with respect.
I believe that a Court which keeps its doors open to the ptiblic and involves all the citizens of Summers and
Monroe Counties to the fullest extent possible is necessary for the proper administration of justice.
