Regional Health
Advisory Council
Supports Seat Belt
Legislation
John E. Lilly, Region I Health
Couc (HbC)Chairman,
announced that all R.H.A.C. repre-
sentatives from Raleigh, Summers,
Monroe, Mercer, Wyoming and
McDowell counties will be support-
ing seat belt legislation during the
1991 legislative session. Summers
Co. Health Advisory Committee
Members Beverly Carter and Rich-
ard Lawrence also support this leg-
islation. Lilly explained that the
wearing of seat belts is no longer a
freedom or personal rights issue, but
a health-care issue.
All states surrounding WV have
seat belt laws. Our own beliefs about
personal freedom (Montani Semper
Liberi) are no longer an issue be-
cause many accident victims don't
have hospital insurance and they
become an enormous financial bur-
den. Some of these medical burdens
are for life when most could have
been prevented by wearing seat belts.
Health care costs are an unfortu-
nate reality when a person is criti-
cally injured or is the victim of a
fatal accident. When these costs.
occur due to a person not wearing a
seat belt, almost every West Virgin-
ian suffers the monetary burden.
These cost come in the form ofdoctor's
bills, hospital bills, government
programs, rehabilitation services,
counseling, employer costs, lost time
from work,family and society.What's
very unfortunate is that it affects
both the morbidity and mortality
rates Lilly said.
Many health care issues in W. Va.
are very complicated and require
long term studies. Some issues re-
quire a lot of money and effort to
help the problems, but this one issue
can be taken care of by pmming a
seat belt law. The law requires no
additional funding as the belts are
already place.
To hear more about local
healthcare issues, the public is in-
vited to attend the next open R.H.A.
C. meeting Tues., Feb. 26, at the
R.E.S.A. building in Beckley.
CIRCLE OF L IGHT
By Maxine Ciampi
We must not let the past be
as chains that binds us
from our future growth.
We must not close our eyes
but look into our future with
a new and exuberant spirit.
We must know that we are
worthwhile and learn the
progress of controling our life
with more positive thinking
and action.
Time to take the journey
