LEGAL NOTICE REQUESTS FOR ENGINEERING PROPOSALS Sunmers County Commission January 22, 2003 The Summers County Commission is in the process of obtaining proposals from consulting engineering firms interested in providing advice and services for the development of a Summers County Industrial and Business Site Plan. The Commission feels industrial and professional business sites are an important economic development tool. The County feels it is necessary to develop a strategy for economic development to complement the county&apos;s efforts in the development of infrastructure. Therefore, the Summers County Commission working with all involved parties, wishes to develop a long term strategy plan for provision or expansion of business and industrial sites to all feasible service areas of Summers County. The consultant's work will consist of two phases. The first phase is the development of a countywide site plan that will be used as the template for future development in Summers County. This is expected to be undertaken and completed through a comprehensive planning approach, working closely with County Officials,  Public Service Districts, 4C EDA, the Region I Planning and Development Council and the City of Hinten. Growth patterns documented along with existing entities may develop partnership to coordinate service delivery to improve beth effciency and co6t effectivensas. This information should then be used as a basis for developing an orderly, cost effective business and industrial site plan for Summers County. The site plan should be subdivided into service areas and include preliminary cost estimates and related information as may be necessary in order to begin preparation ot" phased funding applications. Accordingly, me plan's format including preliminary engineering data should be presented in a manner acceptable to the West V'Lrginia Infrastructure and Jobs Development Council. The second phase will be to assist the Summers County Commission, 4C EDA and the Region I Planning and Development Council with advice and services necessary to begin implementation of the county site plan. Services for this phase will consist of I) working with all involved entities to identify and develop a project scope using cost estimates along with advice and information necessary in order to prepare competitive nnd program eligible applications for funding from various sources including the West Virginia Infrastructure and Jobs Development Council; 2) when funded, construction design in • J accordance wtth the all state, federal and local regulations that pertain to the protmmed project; 3) preparation of bidding and contracting documents; 4) participation in the evaluation ofhids received and 5) monitor and inspect construction activities on a daily basis to insure compliance with plans and specifications. Final plans, specification and bid documents will be completed after the project is funded. The selected engineer's findings should he developed and included in a form acceptable to the West Virginia Infrastructure and Jobs Development Council and adaptable for use in requesting loan and grant funding from other local, state and federal sources. Procurement of said services shall be in accordance with 24 CFR Part 85 and West Virginia Code Chapter 5G. All consultants interested in being considered for this project must submit a proposal detailing qualifications, technical expertise, management and staffing capabilities and related prior experience. The object of the competitive process is to objectively select the firm who will provide the highest quality of service. Accordingly technical qualifications and experience will be weighed heavily. Selected respondents will be interviewed and the firm judged most qualified will be selected.
