The Capitol Report-
Delegate Jeff Campbell
January 15, 2018
It has been an interesting
couple of months since I was
appointed by. Governor Jim
Justice to the West Virginia
House of Delegates. I made the
decision last spring to run for the
House in 2018. When new
Senator Stephen Baldwin moved
from the House to the Senate,
replacing former Senator Ron
Miller, it opened Stephen's
House seat and I pursued it. The
42nd District counties of
Greenbrier, Monroe and
Summers are special to me
because I've lived here my entire
life. I will bring the same passion
as your Deiegate that I have to
broadcasting Greenbrier East
Spartans football and basketball
games for 33 years.
I want us to win! My interest
in government and the political
process dates back to Mrs. Irma
Curran's second grade class at
White Sulphur Elementary,
where she had a library book,
"Meet Andrew Jackson."
I loved reading and learning
about "Old Hickory." It is one of
the reasons that led me to
become a Social Studies teacher
at Greenbrier East High School
and now at Eastern Greenbr~er
Middle School.
Shortly after my
appointment, I got a nice card
from Mrs. Curran
congratulating me.
I sent a note to thank her for
the kind words and to let her
know how this book from her
classroom library impacted my
life. I still own the copy my
mother, Joyce Campbell, got for
me on a family vacation stop at
Andrew Jackson's Hermitage
plantation the summer after my
second grade year. Since being
sworn in November 9 at the
State Capitol, I've had the
opportunity to meet with several
groups from our district; I toured
Anthony Correctional Center to
learn about the critical need for
pay raises for correctional
officers and facility
improvements. I met with the
DOH officials and Mayor John
Manchester to discuss the
continuing traffic problems that
plague Lewisburg. The passage
of October's Road Bond election
creates opportunity for
additional projects where our
area could benefit.
Our local legislative
representatives were invited to
a forum at the Lewisburg Rotary
Club to discuss issues in this
current session. We also rnet
with the Greenbrier County
Board of Education and
leadership team, Greenbrier
Valley Conservation District
representatives and WVSOM
administration. These groups
gave informative presentations
and I'm excited to work with
them.
I participated in the
legislative interim meetings in
November and December at the
capitol. It was a valuable
;'*' to meet with many
of my House and Senate
colleagues. House Clerk Steve
Harrison does an outstanding
job.
His staff, along with the
Speaker's and Minority Leader's
offices, has dedicated ladies and
gentlemen serving our great
state.
I've had positive discussions
with Speaker Tim Armstead and
Minority Leader Tim Miley, and
both have been very welcoming
to me. It was nice to see the
friendly, professional workplace
environment that exists inside
the capitol walls.
As any teacher will tell you,
secretaries, custodians, and
cooks are the backbone of a
school. The same exists inthe
legislature.
My transition into the
legislature has been smooth,
thanks to our local delegation.
I've known Senator Baldwin,
Senator Kenny Mann and
Delegate George Ambler long
before any of us went into this
area of public service and long
before we knew each other's
political views; and I consider
them all as my friends.
I have been assigned to the
following committees
Agriculture and Natural
Resources; Education; Health
and Human Resources; Select
Committee on Prevention and
Treatment of Substance Abuse;
and Veterans Affairs and
Homeland Security.
I'm looking forward to this
2018 session. Serving in the
West Virginia House of
Delegates has been my dream
since I was a student at White
Sulphur Junior High in the early
1980s. I appreciate all the well
wishes I've received since
October.
This is the honor of my
lifetime and I will work hard to
do the best job possible for you -
my family, friends and neighbors
of the 42nd District. This is my
home. Always has been and
always will be.

Carbon monoxide can be fatal,
and sometimes difficult to detect.
According to data by the Centers for
Disease Control and Prevention,
January is the worst month of the
year for carbon monoxide poisoning.
Unintentional carbon monoxide
exposure accounted for 15,000
emergency room visits annually
between 1999 and 2004 with an
average of 439 people dying each
year. Kanta Sircar, an
epidemiologist with the CDC, says
this is the time of year when risk
factors are at their highest.
"ln the winters, we have seen
more cases of carbon monoxide
poisoning than any other time of the
year - one, because of when the
weather gets low, we use our furnace
and heating systems more," she
explains. "Furnaces, if they are not
properly maintained, can emit
carbon monoxide poisoning. "While
carbon monoxide is odorless, it is
sometimes associated with the smell

recommends updating or purchasing
a carbon monoxide detector. "First
and foremost, install a battery
operated or battery backup CO
detector in the home," she says.
"Or, if you have one already, the
