On Saturday January 2, Megan
Allen scored a game high 20 points
and grabbed seven rebounds to pace
the Summers County Lady Bobcats
to their fifth win of the season, a 56-
48 win over Shady Spring. Amanda
Williams added 16 points for
Summers County along with five
assists and four steals. The Lady
Bobcats led the entire contest and
at times looked like they would pull
away from the Lady Tigers.
However, frequent unforced
turnovers, and 27% shooting from
the floor kept the Lady Bobcats from
being able to put Shady Spring away
until the end. Shady Spring was led
in scoring by Aren Sayre with 18
points.
Scoring for Summers County was
led by Megan Allen with 20 and
Amanda Williams with 16, followed
by Jamie Keatley with six points.
Rounding out the scoring were Amy
Bowling with five, Jennifer
Richmond with four, Katie Payne
with three and Yansea Hutchens
with two points. Amy Bowling led

COPS: A Partnership
Every day in West Virginia,
more than 540 police officers are
on the job protecting homes,
schools, and businesses because of
a very successful program called
Community Oriented Policing Ser-
vices (COPS). Since 1994, the
COPS program has invested mil-
lions of dollars in law enforcement
efforts in West Virginia, helping
" nearly 160 communities to
"'strengthen their police forces.
The COPS program is one of
several approaches developed to put
more officers" where they are
needed most -- on patrol, not be-
hind desks filling out paperwork.
The Omnibus Crime Bill of 1994
included an amendment I added to
establish the Violent Crime Reduc-
tion Trust Fund, ensuring that pro-
grams such as COPS would be
funded. In that bill, the Congress
partnered national resources with
local strategies. By building the co-
operation between all levels of law
enforcement and expanding police
and prevention efforts, more crimi-
nals can be taken off the streets.
Police departments from across
West Virginia credit the COPS pro-
gram with giving them the flexibil-
ity they need to implement innova-
tive crime fighting strategies and
to build stronger partnerships
within the community. These de-
partments are not required to fol-

low a mandated program, nor do
they have to rely on a one-size-
fits-all approach to reduce crime in
their neighborhoods. COPS gives
these police departments the abil-
ity to tailor their crime fighting ef-
forts to the specific needs of the
local community.
In an effort to expand the
COPS program to meet a greater
range of needs, the Congress last
fall approved funding for police
departments in partnership with
schools and other community-
based organizations to develop
programs to improve the safety
of elementary and secondary
school children and educators, in-
cluding the hiring of school re-
source officers. A number of West
Virginia schools already have
these officers in place, and stu-
dents, teachers, and officers agree
that the effect has been positive.
I have supported this initiative,
believing that teachers cannot
teach and students cannot learn
in an undisciplined, unsafe envi-
ronment.
West Virginia has traditionally
boasted one of the lowest crime
rates in the nation, a fact of which
everyone should be especially
proud. By strengthening crime
fighting efforts, the COPS program
has become an effective tool in con-
tinuing that tradition.
Mills each pulled down seven
rebounds, while Yansea Hutchens,
and Katie Payne each pulled down
six rebounds.

The Summers County Lady
Bobcats ranked #4 in the state in
class =AA" improved their record to
6-1 with a 65-44 win over Greenbrier
West on Jan. 5. The Lady Bobcats
held a commanding 57-18 lead after
three quarters before clearing the
bench and being outscored 26-8 in
the final quarter. Summers County
was led by the trio of Amy Bowling,
Amanda Vrflliams, and Megan Allen.
Amy Bowling led the scoring with
16 points followed by Amanda
Williams with 15 and Megan Allen
• with 13 points. Bowling added six
rebounds as well as three assists and
three steals. Alien passed out eight
assists and picked of seven steals
while Williams pulled down six
rebounds and had three assists and
three steals. Brandi Mills added
seven points and pulled down seven
rebounds and provided a spark to
begin the game scoring five of the
Lady Bobcats first seven points.
Rounding out the scoring for
Summers County was Jennifer
Richmond with four points, and
Cathy Parry, Jamie Mays, Jamie
Keatley, Yansea HutchenB, and
Katie Payne all with two points
apiece. Greenbrier West was led in
bcog by Hillary Palmer with nie
points. Summers County will host
James Monroe on Tuesday night
Jan. 12. The J. V. contet begins at
5:30 and the varsity contest is
scheduled for 7:30. On Friday Jan.
15 the Lady Bobcats travel to Pike
View.
