Jan. 8, 2019 LEGAL NOTICE Public Notice of EPA Brownsfields Cleanup Grant Application by City of Hinton The City of Hinton is announcing plans to submit a cleanup grant application to the Environmental Protection Agency (EPA) for cleanup of the former Hinton Ice House property, located at 508 Commercial Avenue in Hintan, WV. This property has had environmental assessment activities performed in the past, including a Phase I and Phase It Environmental Site Assessment. Assessment results indicated the presence of poly cyclic aromatic hydrocarbons and heavy metals in surface and subsurface soils. These environmental impacts require remediation prior to site redevelopment and reuse. This application is requesting EPA funds to help fired cleanup activities on the site. The EPA encourages public participation in these dpplicetien s to ensure the local community is being informed and allowed to comment and provide input into the project. As part of the City of Hinton's community interaction efforts, the public is invited and encouraged to review and comment on proposed cleanup plans. The site will be utilized for rail car cleaning, maintenance, and repair, with the anticipation of rail car painting in the future. The constituents of potential concern at the site for soils is: 2-metbyinaphthalene, benzo(a)anthraceae, benzo(b)fluoranthene, benro(k)fluoranthene, butylbenzylphthalate, chrysene, dibenzofuran, hexachloroethane, indeno(1,2,3-cd)pyrene, naphthalene, arsenic, barium, cadmium, lead, mercury, and selenium. The constituent ofpetontial concern at the site for groundwater is lead. The Office of Environmental Romediation (OER) at the WVDEP has negotiated a Voluntary Remediation Agreement with the applicant(s) to address environmental conditions associated with the site. The agreement includes previsions for assessing potential environmental contaminants; evaluating human health and ecological risks; establishing remediation standards; and, performing any cleanup necessary to meet the standards.
