Scheduled in a workshop format from 4 to 7 p. m., the meeting will afford participants an opportunity to ask questions and state their views and opinions on four options to be studied in the New River Parkway Supplemental Draft Environmental Impact Statement. The options, for short-- and long-term resource protection, range from acquiring only the right of way needed for construction of the Parkway to acquiring all land between the Parkway and the New River and purchasing conservation easements on other key properties. Highways personnel will be on hand to present information and receive public input. To expand the time available for discussion of the proposed project to accommodate more participants, Highways representatives will join with officials of the Federal Highway Administration earlier in the day for an open forum from 10 a. m. to 1 p. m. in the County Commission Room on the second floor of the Summers County Courthouse at 120 Ballangee Stseet in Hinton. LEGAL NOTICE REQUEST FOR ENGINEERING PROPOSALS The Summers County Commission, acting in its designated capacity as lead entity, is in the process of obtaining propass from consuJting engineering firms interested in providing advice and services for the specified project areas within the Mercer/Summers Phase III Regional Water Project. The affected areas include Brooks/Barkedale, Cave Ridge Road and Sandknob Road all located in Summers County. Project activities that will involve the selected engineer include advice and assistance as may be necessary in preparing plans, cost estimates and competitive funding applications in addition to construction design and construction phase services aRer all necessary construction funding is obtained. The engineering consultant will work closely with the Summers County Commission, Mercer County Commission, City of Hinten and the Oakvale Road Public Service District as well as the Region One Planning and Development Council. Professional serv,ces for the activity funded include; (1) Construction design in accordance with all State, Federal and Local regulations that pertain to the proposed project; (2) Preparation of bidding and contracting documents; {3) Participation in the evaluation of bids received and (4) Monitor and inspect construction activities on a periodic basis to insure compliance with plans and specifications: Final plans, specifications and bid documents will be completed to take advantage of this construction season.
